Lacey Township Approves $28.8 Million Referendum Amid Controversy Over Spending and Tax Increases
- Meeting Overview:
At a recent Lacey Township Council meeting, a $28.8 million referendum for school improvements sparked debate among residents and officials, highlighting tensions over spending and tax increases. The meeting, held on October 23, 2025, covered various resolutions, but the referendum and its associated costs drew the most attention.
The referendum’s approval followed public comments that underscored deep concerns about fiscal responsibility and transparency. Regina Desenda criticized the $39,500 spent on promotional materials for the referendum, arguing that the expenditure was unjustified due to low attendance at public information sessions and the lack of legally required labeling according to New Jersey Election Law Enforcement Commission guidelines. She requested detailed billing for the promotional expenses and suggested that the costs for referendum projects were inflated, a claim based on her research with a commercial roofing company. Desenda proposed subcontracting transportation and food services to local companies as a cost-saving measure and urged the school board to be more conscientious in their financial decisions, especially considering the looming tax increases due on November 1st.
Richard Bidnik, representing the Lacey Citizens for Responsible Government, echoed Desenda’s concerns about the referendum. He criticized incumbent school board members for their lack of transparency and participation, particularly Jack Kennady, whom he blamed for tax hikes. Bidnik recommended voting against the referendum, citing the absence of necessary vendor assessments to validate costs. He stressed the need for transparency and accurate cost estimates before taxpayer funds are committed, arguing that current proposals lacked these critical evaluations.
Despite the criticism, a council member defended the Republican leadership, arguing that the administration had maintained a stable municipal tax rate while enhancing services. They highlighted developments in Lacey that had bolstered the tax base and facilitated community projects, presenting these achievements as evidence of effective governance in managing financial pressures.
The meeting also addressed various resolutions, including the authorization of a five-year contract with Metobrook Industries for waste and recycling services, deemed cost-effective for the township. Another resolution opposed a proposed judicial consent order between the New Jersey Department of Environmental Protection and 3M Company.
In addition to fiscal matters, the council recognized community contributions, such as declaring October 19-25, 2025, as Friends of the Lacey Libraries Week. The proclamation, presented by Chris Sinator of the Lacey branch of the Ocean County Library System, emphasized the Friends group’s role in supporting library programs and events. The council also honored volunteers involved in the Lacey Haunted Trail, an event that overcame pandemic challenges to attract over 1,100 attendees this year, generating revenue for future township events.
Deputy Mayor Kennes shared insights from his role on the Ocean County Utilities Authority board, honoring John Parker, a longtime Lacey resident, and former chairman, for his 45-year contribution to the authority. Kennes’s comments highlighted the importance of recognizing community service and leadership.
The meeting concluded with a public comment segment where a representative from the Jaya Lake tribe requested township support for an upcoming event, Roots Across America. The council expressed commitment to facilitating the event, discussing logistical needs and volunteer coordination to ensure its success.
