Lake Como Borough Council Approves Stormwater Plan Amid Funding Discussions

The council addressed the municipal stormwater management plan following a letter from the Lake Como Planning Board. The board had reviewed the plan for consistency with the borough’s master plan and found no negative impact. Consequently, the council moved forward with adopting the revised management plan, which had undergone detailed scrutiny. This decision is intended to ensure effective water management in the borough, especially in light of recent weather events such as a nor’easter, which had caused water levels to rise in the area.
In line with this, the mayor highlighted the efforts of the Department of Public Works (DPW) during the storm, which helped manage water levels effectively, preventing severe flooding. The mayor noted, “We did see an increase. It did come over the banks probably about two feet, but it’s a lot better than what it could have been if we were not monitoring it.”
A significant topic of discussion was the potential increase in a funding mechanism that impacts residents. The borough currently contributes approximately $260,000 annually to this fund, but a proposed increase from 2.75 to 3.75 could result in an additional $75,000, translating to nearly $75 more per household. The council emphasized that while the county has not increased the rate since 2017, the overall fund has grown due to rising property assessments. This has led to a request for a higher rate to keep up with the funding needs. The borough received $28,000 from an open space grant, which mandates a matching amount from local funds.
In a gesture of appreciation, the council issued a proclamation in honor of National First Responders Day, set for October 28th, 2025. This proclamation recognized the invaluable contributions of first responders, including police officers, firefighters, emergency medical technicians, the water rescue team, and public works personnel. The proclamation underscored their indispensable role in community safety, especially during emergencies. A council member, with over 20 years in emergency services, expressed gratitude, stating, “It is almost impossible to put a price tag on what you provide to our community.” The recognition was met with applause and a group photo with the first responders.
The council also addressed several resolutions and ordinances, including the first reading of Ordinance 2025-14, which aims to establish a Shade Tree Commission. This commission would provide recommendations on tree planting, maintenance, and selection. This ordinance had been discussed in prior workshops, with the council addressing concerns about property rights and environmental aesthetics.
Resolution 2025-130 established a Halloween curfew for individuals under 18, effective from 8 PM to 6 AM, starting October 29th through November 1st. This annual measure was implemented without major debate.
Financial oversight was further demonstrated through Resolution 2025-132, which authorized payments from borough accounts totaling $550,965.59, and Resolution 2025-133, concerning the adoption of the stormwater management plan amendment. There was no opposition to these resolutions, and they were moved forward promptly.
In addition, Resolution 2025-134 renewed the borough’s membership in the Mammoth Municipal Joint Insurance Fund. The discussion also included Resolution 2025-135, which awarded a contract for road improvements on Firmwood Road, Rywood Terrace, and Pine Terrace. Fernandez Construction was awarded the project with the lowest bid of $519,538.33. The council noted the company’s successful past projects in the borough and emphasized communication with residents to mitigate disruptions, particularly during daytime milling and paving activities.
