Lakeville City Council Reviews Police Department Changes and Eases Housing Regulations

Chief Pollson’s report included community engagement highlights, such as an open house during Memorial Day weekend and a torch run in partnership with Special Olympics. The department also secured a public safety foundation grant, enabling two officers to participate in a bike ride to National Police Week in Washington, D.C., where they were recognized alongside Burnsville officers. Training and development remained a priority, with mandatory training sessions scheduled early in the year to facilitate coordination with partner agencies.
The council further discussed these police department updates, acknowledging the importance of public safety during city events. A council member noted the department’s effective management during the Panoprog event, stating that everything went smoothly from a public safety standpoint. This feedback was well-received, with plans to share event photographs in the upcoming quarter.
The council’s attention then shifted to an ordinance amending titles 10 and 11 of the city code, aimed at easing housing development regulations. The community development director provided an overview of the proposed changes, which emerged from discussions with local builders. These amendments aimed to address the growing demand for diverse housing options in Lakeville.
Key changes included simplifying regulations for smaller lot sizes, allowing developers to create 7,500 square-foot lots without needing a conditional use permit. Additionally, more flexible exterior material options were permitted, such as engineered wood or cement fiber siding as alternatives to brick or stone on home fronts. This change accommodates modern architectural styles, like farmhouse designs, which often employ a variety of materials.
Further amendments focused on better land utilization, permitting multifamily housing in the downtown district, and allowing planned unit developments (PUDs) with smaller minimum area requirements. A council member requested clarification regarding updates related to antennas, specifically small cell wireless installations, which were adjusted to align with state law.
The council emphasized the importance of public input on development projects, with some members expressing concern over potential legislative actions that could limit public comment opportunities. They commended the council’s stance on these issues.
The ordinance amending titles 10 and 11 of the city code was approved through a roll call vote after a motion by a council member. The council then confirmed the next meeting date as August 18, with a work session scheduled for August 25, before adjourning the meeting.
