Lakeville City Council Unanimously Approves $22.25 Million Bond Sale for Key Infrastructure Projects
- Meeting Overview:
In a meeting underscored by financial and developmental decisions, the Lakeville City Council approved a $22.25 million bond sale to fund infrastructure projects and gave the green light to a major commercial development. The bond sale, characterized by substantial interest from investors, will support the 2025 street reconstruction project, collector rehabilitation, and the construction of a skills training center for first responders. Additionally, the council approved the preliminary plat and conditional use permit for the Marketplace at Cedar, a commercial venture promising new retail and service options.
The bond sale dominated the meeting’s discussions, with the finance director reporting on its success earlier that day. The city’s AAA bond rating, reaffirmed by Moody’s, played a role in attracting 13 bidders. The interest rate achieved was slightly lower than anticipated, settling at 3.85%, with Piper Sandler emerging as the low bidder at 3.836%. This positive outcome was attributed to Lakeville’s strong economic positioning and financial performance. The managing director from Northland highlighted the city’s appeal to national investors, noting the bond’s size as a factor. The proceeds are earmarked for essential projects, including street improvements and a 20-year term allocation for the first responders’ training center. The council members appreciated the successful sale, acknowledging the potential benefits for upcoming city projects.
The timing of the bond issuance was another point of discussion. Unlike previous years when bonds were sold later, this year’s earlier sale was influenced by the necessity of aligning with construction schedules. The managing director suggested that this timing might have contributed to the heightened interest from bidders, although coordinating issuance schedules with council meetings remains a logistical challenge. The bond sale’s approval marked a decisive step in advancing Lakeville’s infrastructure initiatives, with council members expressing confidence in the city’s fiscal health and strategic planning.
In addition to financial matters, the council turned its attention to the Marketplace at Cedar, a commercial development project at the corner of 179th and Cedar. Represented by Jay Moore of Opid Investment Company, the proposal outlined plans for nine commercial lots and five outlots, featuring businesses such as quick-service restaurants, a grocery store, a daycare, and a bank. The project includes the construction of Glenn Shaw, an east-west roadway connecting to 181st Street, with necessary easements and right-of-way dedications.
The Planning Commission had previously reviewed the proposal, holding a public hearing where no opposition was voiced. Council members expressed enthusiasm for the development, recognizing the community’s demand for increased commercial and retail options. “It’s exciting to see this corner develop,” one member commented. The council unanimously approved the preliminary plat and conditional use permit.
The meeting also featured a moment recognizing the retirement of Kilo, a K9 member of the Lakeville Police Department, along with his handler, Sergeant Tom Danielson. A proclamation was read, celebrating Kilo’s service in criminal apprehensions, narcotics detection, and community engagement, while acknowledging Sergeant Danielson’s leadership within the K9 unit. Chief Paulson further commended the pair’s contributions.
Lastly, the council addressed routine matters within the consent agenda, including a $615,000 Safe Routes to School grant for the reconstruction of 185th Street and the appointment of members to advisory boards and committees. These items were approved without further discussion, facilitating the smooth progression of the meeting.
In citizen comments, resident Kurt Mikas raised concerns about noise pollution caused by truck traffic near North Creek Lane. Mikas urged the council to consider a “jake break ordinance” to mitigate disturbances from trucks operating without mufflers. Although the council did not reach a decision during this session, Mikas’s comments highlighted ongoing community issues requiring attention.
