Lakeville Conservation Commission Amends Order for a property on Harding Street Amid Extensive Project Review
- Meeting Overview:
The Lakeville Conservation Commission convened on March 11 for a meeting that saw the approval of significant amendments to the order of conditions for a prominent project on Harding Street, alongside discussions on compliance and peer review processes for various local developments. The meeting addressed complex projects and compliance issues.
The most notable development of the meeting was the discussion concerning the project on Harding Street. John Kelly, the owner, presented the details of his proposal, which involved an amended order of conditions for a warehouse and garage. Originally approved by the Lakeville Planning Board, the project evolved from a Market Basket retail development into the current proposal for a single warehouse building. Kelly shared the extensive review process the project underwent over the past 15 years and expressed enthusiasm, stating, “we’re looking to make this a home for our businesses.”
Kelly highlighted his compliance with local regulations, collaborating with Wildlands Trust for conservation measures, and adapting the site plan to accommodate larger trucks for his contracting business. The commission’s discussion centered around the operational and maintenance plans submitted to the planning board, with an emphasis on pollution prevention strategies and stormwater management measures. Commissioners requested specific documentation, including operation and maintenance plan revision dates, to be included in the order of conditions, focusing on a plan revision dated November 14, 2024.
Following these discussions, the commission moved to close the hearing and issued an amended order of conditions. Additionally, they approved a partial certificate of compliance concerning two orders of conditions.
The meeting also addressed language changes in the order of conditions related to another project. Members discussed measurements concerning linear feet and restrictions by the Massachusetts Department of Transportation against hay and straw bales, considering alternative materials to avoid introducing non-native species. A detailed examination of the materials used in straw wattles was conducted, with mulch being identified as a preferable option to hay or straw bales. The commission agreed that any material used must meet the Department of Environmental Protection’s standards.
Attention then shifted to the dewatering plan, where the commission established that water discharged from operations must be treated before reentering the resource area. An amended order of conditions was approved, contingent upon receiving a satisfactory treatment plan from the contractor.
The commission also deliberated on the peer review for the 160 Bedford Street project. The demand for peer review services led the Board of Health agent to recommend Merill Engineers and Land Survey, a firm noted for its responsiveness and reasonable pricing. The commission unanimously approved the award of the peer review contract to Merill Engineers, addressing concerns related to a detention pond bypassing a well and discharging into a stream. The necessity of a site visit was emphasized.
Agent updates provided further insight into ongoing issues, including siltation on Myrick Street and site stabilization requirements for properties being sold. The agent reported that the current builder was responsive to siltation fencing issues and was working on the septic system amid challenging muddy conditions due to recent rain. The commission was also briefed on potential follow-ups regarding a request related to Clark Shore and the importance of documenting communications with property buyers and sellers about land conditions and responsibilities.
