This approach aimed to incorporate any revisions from DEP and MEPA comments.
Concerns were also raised about the project’s stormwater management plans, particularly the need to prevent increased runoff into adjacent wetlands. The commission underscored the importance of showing plans, including the locations of utilities such as sewage, electric, and gas lines, in relation to the culvert. This would facilitate the peer review process by providing reviewers with comprehensive information to assess the project’s impact accurately.
In addition to the warehouse proposal, the commission evaluated a project on Clipper Road, which involved upgrading a failed septic system within a groundwater table and wetland buffer zone. Darren McHales from Foresight Engineering outlined the need to relocate the leach field to an area with better soil conditions outside the buffer zone, necessitating the installation of a pump system. The commission discussed potential washout issues and recommended protective measures, such as silt socks, to prevent runoff during construction. These suggestions were incorporated into the order of conditions.
The commission deliberated on environmental protections, especially concerning the red-bellied cooter, a species requiring specific safeguards. A proposal was made to restrict any work in water bodies from May 15th to June 1st to protect this species. This condition was added to the list of requirements for relevant projects, alongside adherence to guidelines from wildlife agencies like the Massachusetts Division of Fisheries and Wildlife.
Finally, the meeting addressed an open space residential development (OSRD) proposal, highlighting concerns about balancing residential needs with environmental preservation. Comparisons were drawn between Lakeville’s approach and neighboring Middleborough’s regulations, which emphasize land preservation over development. The commission recognized the need for further review of the OSRD documentation and agreed to continue discussions at a future meeting.
