Lakeville Planning Commission Approves Conditional Use Permits for Garage Extension and New Car Wash

The commission first addressed the application for a conditional use permit by James Cecil, who sought to expand his garage by adding a 28×20-foot structure on his single-family lot at 18275 Avenue. Cecil, a hobbyist working on vintage cars, emphasized that the extension is solely for personal use, with no commercial activities planned. His proposal required a conditional use permit because the total garage area would surpass the 1,500-square-foot limit, reaching approximately 2,126 square feet. The staff confirmed that Cecil’s property, zoned RS2 and spanning 1.75 acres, met all setback requirements and recommended approval of the permit with six stipulations. The commission found the request reasonable and unanimously approved it, noting the property’s dense woodland, which provides privacy and minimizes visual impact on neighboring lots.
The second significant item on the agenda was the proposal from Mr. Car Wash for a conditional use permit to establish a new express car wash facility at the southeast corner of 179th Street and Cedar Avenue. The site is in the M2 mixed-use Cedar Corridor District, near the Marketplace at Cedar development. The car wash design includes multiple entry points for different customer types and features a single lane for vehicle exit, along with a vacuum area and four parking stalls. The commission verified that the facility exceeds the required stacking spaces, preventing traffic congestion on the main road. Stormwater management will be handled by the plat’s developer, and an updated landscaping plan ensures adequate screening from neighboring properties.
After confirming compliance with zoning and planning requirements, the commission unanimously supported the car wash proposal, subject to eight stipulations. The matter will proceed to the city council for further consideration on November 3rd.
In addition to these approvals, the commission received an update on the southwest area Alternative Urban Areawide Review (AUAR) by Artemis Development Company. This process evaluates potential development scenarios for a 390-acre area, including a proposal for a school that necessitates a detailed traffic analysis. The scoping document for the AUAR will be published on October 21st, opening a 30-day public comment period. The commission’s discussion highlighted the importance of transparency and public engagement in the planning process, with assurances that relevant information will be accessible on the city’s website.
