Another notable project is the proposed single-lane roundabout at the intersection of Hamburg Avenue and County Road 50, which is now scheduled for construction in 2025, a year earlier than initially planned due to positive developments in preliminary designs. Johnson also highlighted safety improvements along the corridor, including the construction of a freight rail car storage facility in 2026, supported by external funding.
The CIP also includes the 179th Street Extension, which aims to connect the Brookshire and Pheasant Run developments. Future extensions of County Highway 9 are planned to include intersection improvements and pedestrian underpasses, scheduled for 2027. The long-discussed interchange design for Interstate 35 and County Road 50 is another key project, though it is not yet fully funded. This project aims to address traffic and safety needs, with construction anticipated to begin in 2028.
The presentation also covered park and recreation components, such as the North Creek Greenway and East Community Park projects. These aim to connect the Minnesota Zoo to Farmington, with construction planned for 2025 and 2026. Additionally, efforts to develop the Lake Mar and Greenway and Ritter Farm trail head are scheduled for 2026, which would connect these areas to downtown Lakeville.
Utilities were a focus, with Johnson explaining the need to maintain the existing 300 miles of sanitary sewer and water infrastructure. Proposed projects include Lift Station 26 for additional capacity in the northern part of town and a repainting project for the Dakota Heights water tower in 2026. The construction of Wells 24 and 25 is planned for 2028, depending on land development and growth rates.
A significant project for a regional training facility for emergency services personnel is scheduled for construction in 2025 or possibly extending into 2026. This facility will be located at the old public works site. The expansion of the central maintenance facility and water treatment facility is also programmed for 2027.
Environmental resource projects were also discussed, including a water quality initiative by Green Ridge Park aimed at enhancing water quality and controlling rates in partnership with the Vermillion River Watershed. Johnson emphasized ongoing efforts in lake management, invasive species reduction, and water conservation strategies amidst fluctuating weather conditions. He also highlighted the need for equipment and technology upgrades to maintain operational efficiencies across city services.
Following the detailed presentation, the Planning Commission reviewed the CIP to ensure compliance with the comprehensive plan amendment. A motion was made to declare the CIP compliant, which was seconded and approved by a roll call vote, with one abstention due to employment with the Minnesota Department of Transportation.
The meeting then moved to a public hearing for the Cedar Hills North comprehensive plan and zoning map amendments. Steve Trosy from Lennar presented the proposed Cedar Hills North project, which includes plans for approximately 88 single-family homes and 144 townhomes, addressing community demand for more housing options. Ms. Chris Jensen provided further details, explaining the layout and zoning adjustments required for the project.
The public hearing was opened, but no comments were made. The Commission engaged in a dialogue regarding the proposed amendments, with Commissioner Swanson acknowledging the complexities of developing the land and expressing appreciation for the preliminary plat draft. A motion was made to recommend approval of the Cedar Hills North comprehensive plan amendment and zoning map amendment, which was seconded and unanimously approved, with one abstention.
