During discussions, the Mayor and council members contemplated the creation of a stormwater basin and drain maintenance program, with potential funding being used for necessary staffing, including a stormwater management coordinator. Mayor Nowick expressed a willingness to bring discussions of these projects to the council.
Attention then shifted to the issue of introducing a bond ordinance to fund various city projects. The council debated the merits of including the repair and repointing of the library, with estimates reaching $320,000, within the proposed bond ordinance or treating it as a separate entity. The difference in opinion underscored the need for a more in-depth conversation about the city’s spending priorities.
Delving into the specifics, the council considered a proposal for a landscaping project at City Hall, focused on planting native species, and the transformation of the City Hall parking lot into a permeable surface. Both projects aimed at enhancing the cityscape and sustainability. The council also reviewed a project for repaving South Franklin Street and Church Street, with partial funding through a Department of Transportation grant, and improvements to a storm sewer pipe on Delan Street in partnership with the school district.
Public engagement was high with residents expressing concerns over the city’s spending and maintenance strategies. Judy Gleason called for a strategic approach, requesting access to maintenance schedules for storm drains and city buildings, and inquiring about financial responsibilities for the Delan and Clinton development project. Dave Barr opposed the proposed stormwater utility, cautioning against increased bureaucracy and taxes, while Mayor Nowick defended its necessity for a comprehensive understanding of maintenance needs.
The council confronted an urgent infrastructure issue regarding a damaged pipe on Delan Street. The developer was asked to contribute $3,300 toward repairs, although the entire pipe required replacement due to illegal connections and extensive damage. This segued into a broader discussion on the management of stormwater and the city’s infrastructure needs, highlighting the stormwater pollution prevention plan and the maintenance it entails.
