Lawrence City Council Approves $1 Million Grant for Flood Mitigation Projects
- Meeting Overview:
The Lawrence City Council held a hybrid meeting on October 21, 2025, where they authorized the expenditure of a $1,054,800 grant from the Municipal Vulnerability Preparedness program to tackle flood resilience projects in the city. The meeting also featured discussions on community engagement initiatives, public safety grants, and other local matters, including Halloween activities and election preparations.
The council’s approval of the flood mitigation grant from the Office of Energy and Environmental Affairs was a key agenda item, stemming from the Budget and Finance Committee’s previous favorable recommendation. The grant is part of a broader initiative to enhance the city’s flood resilience, particularly following a tragic flood incident in the past. A representative from the city administration elaborated on the River to Refuge Tower Hill Waterfront Transformation project, which is set to address flood mitigation while creating a 12-acre waterfront park. The project’s first year emphasizes community engagement, and plans include developing 60% of the designs by the project’s conclusion. Features such as a waterfront path and safe pedestrian crossings linking Water Street to the waterfront area are among its components.
Brad Busher from Groundwork Lawrence highlighted the collaborative nature of the project, noting partnerships with local organizations like the Boys and Girls Club and the Psychological Center for Homeless Outreach. He expressed enthusiasm for the project’s potential benefits to the neighborhood. Additionally, the council unanimously voted to waive a 30-day waiting period for the grant approval, allowing the project to commence without delay.
In another discussion, the council addressed the authorization to expend $179,190 for a PAP 911 training grant and $299,861 from the 2026 Sharon Grant. Rosa Shepard, Director of Support Services at the Lawrence Police Department, outlined a new approach for the Sharon Grant. This approach aims to ensure effective and targeted use of the grant funds.
The council also deliberated on the extension of a contract with Groundwork Lawrence for renovations at Okonnell Park. Due to delays caused by the COVID-19 pandemic and budget overruns from initial bids, the project required additional time for completion. The extension was necessary to address equipment failures on the splash pad and drainage issues, and the motion passed without opposition.
Public engagement during the meeting was notable, with residents participating actively. One resident expressed support for city departments and advocated for increased hiring and equal pay for long-term city employees compared to new hires. Another speaker, Rich Russell, announced his retirement from Lawrence politics, urging residents to vote and highlighting the importance of civic participation amid what he described as a contentious election climate.
The meeting also included a public hearing on school committee member compensation. A proposal to provide a $10,000 annual stipend for school committee members, along with eligibility for benefits available to city council members, was discussed. A resident voiced support for the compensation, emphasizing the importance of valuing the educational system. The motion to approve the amendment passed unanimously.
Further items on the agenda included the scheduling of Halloween activities, such as trick-or-treating on October 31 and a trunk-or-treat event. The council also approved a no parking ordinance for Irving Street during specific hours and endorsed a community cleanup walk from Arlington School to Howard Park.
The Personnel Committee reported the withdrawal of Jacqueline Marmo’s appointment to the board of registrars, following correspondence from Secretary Galvan’s office indicating that a Republican candidate was needed to fill the vacancy.
In new business, the council discussed the disclosure of a city employee working as a poll worker on election day. A motion to suspend the rules was made to allow immediate discussion, emphasizing the importance of reliable election workers. The council approved the disclosure, acknowledging the employee’s contributions to past elections.
