Amita Kelly, a trustee of the library board, also advocated for the approval, highlighting the library’s role as a community cornerstone. She noted, “The library is thriving under the leadership, passion, and commitment of its staff.” Kelly emphasized the recent recognition of Lawrence as one of the “eight great places to live north of Austin” by Northshore Magazine, attributing part of this accolade to the library’s contributions. The council discussed the necessity of the budget allocation to prevent potential decertification, which would result in the loss of interlibrary loans and access to various materials like audiobooks and e-books.
The committee sought clarification on how the proposed funds would be allocated within the library’s budget. Abu explained that the majority of the funds would support salary increases and additional personnel, including hiring two full-time library assistants, one part-time library assistant, and a part-time custodial position. This move aims to enhance service provision in response to the library’s increasing popularity.
The history of the library’s financial situation was also discussed, with Councilor Rodriguez probing into the reasons behind the long-standing reliance on a waiver. It was explained that state aid distribution formulas required libraries to appropriate a certain budget amount annually to qualify for state funding. Due to past financial constraints, Lawrence had to rely on waivers, as meeting the budgetary requirements in a single year was unfeasible. The committee acknowledged the efforts of the library staff while emphasizing the importance of transparency and historical context in discussions surrounding budget appropriations. The motion to approve the fund transfer passed unanimously.
Another item on the agenda was the authorization to expend $559,999 from a FEMA assistance grant for a new fire truck. Chief Mariotti addressed the council, expressing gratitude for the grant and emphasizing the necessity of updating the fire department’s aging equipment. He mentioned that the city would be responsible for approximately one-third of the total cost of the new truck, estimated to be around $900,000. The council approved the fund transfer unanimously after discussing the grant’s conditions and the need for additional funds from the stabilization reserve fund.
In the personnel committee meeting, a moment of silence was observed in honor of the late Mayor Neil Perry of Methuen. Following this, the council discussed the appointment of Abigail Romero to the licensing commission, a proposal brought forth by Mayor Brian A. DePena and Attorney Hoen. The HR representative supported Romero’s appointment, and Romero herself shared her background and motivation for joining the commission. She highlighted her long-term residency in Lawrence and her experience as a business owner. The council approved her appointment after some members expressed concerns about the necessity for potential appointees to have a clearer understanding of their roles before being appointed.
The council also addressed several licensing matters, including a request from Groundwork Lawrence for a one-day wine and malt license for their Glow Gala event and an application from the MVCC Country Club for a one-day alcohol license for a youth organization’s music festival. Both applications were approved.
In a housing committee meeting, the council discussed the surplus declaration of city property located on Mount Auburn Street. Francisco Cillo, Director of Business and Economic Development, presented the item, highlighting the need to act on the matter to subdivide the property for a direct disposition to the abutter. The committee eventually moved to declare the property surplus, with all members in favor.
