The registry, accessible through the city’s website, is refreshed daily and categorizes offenders into three risk levels. The council engaged in a substantive dialogue about the importance of accurate data and the numbers of registered sex offenders by risk level: 45 at level one, 114 at level two, and 44 at level three. These figures underscore the program’s relevance in managing community safety and the need for continued funding and oversight.
The council also focused on community-oriented initiatives, particularly those aimed at senior citizens. A grant of $155,000 from Title III funding was designated for workshops on safety, self-defense, and reporting procedures for seniors. These workshops, held in collaboration with local police and fire departments, are designed to educate seniors on vital safety measures. Council members debated the inclusivity of this initiative, ultimately clarifying that it targets all seniors, not just those in specific housing communities. The workshops are planned to occur six times a year, with previous sessions drawing between 40 and 80 participants. The council president suggested leveraging local media and social media channels to increase outreach and participation.
In line with the city’s focus on infrastructure and environmental stewardship, the council approved a $130,000 expenditure for a Mass Trails Grant. This funding will support the assessment and renovation of a deteriorating bridge connecting Julia Silvio Park to the Lawrence General Hospital campus, as part of the Spicket River Greenway project. The financial manager explained that the grant covers environmental permitting and design plans, with the city seeking further funding for construction in the fiscal year 2027. The grant is structured to reimburse 80% of the costs, with matching funds sourced from city staff time and Community Development Block Grant allocations.
Additionally, the council addressed several financial matters involving prior year invoices. Payments were authorized for services previously rendered by Capital Waste Services, HBO News, and NRG, related to waste management, advertising, and airport services, respectively. These payments were delayed due to various administrative issues, such as contract disputes and misdirected invoices. The council’s swift action to approve these payments underscored the importance of maintaining transparency and accountability in municipal financial practices.
Finally, the council briefly revisited a discussion on tax collection and local receipts for the fiscal year 2024. A motion was made to send correspondence requesting updates on these financial matters and inviting city representatives to the next budget and finance meeting for further discussion.
