The council discussed amending the Union classification plan to include this role, which will encompass grant writing, project management, and fund development responsibilities. The position, which has already been budgeted for, is aimed at ensuring better oversight and execution of grants, with the goal of preventing delays and mismanagement of funds. The new title is expected to bring the salary range from $81,900 to $124,800, reflecting the increased responsibilities compared to the previous grant writer role, which had a salary range of $54,600 to $87,360.

City Personnel Director Michael Owens and other city officials clarified that the position would not create new roles within departments but would require existing staff to coordinate with the new project manager.

In addition to the new position, the council also approved the payment of prior year bills amounting to $56,703.50. These invoices, which were received too late in the previous fiscal year to be processed, included payments to expert witnesses and legal counsel involved in ongoing litigation. First Assistant City Attorney Kevin Foley assured the council that all invoices had been verified and were due and payable.

Lastly, there was a discussion about reinstating the planning director position within the Planning and Development Department. This role, which had been eliminated around 2018, was re-established by the ordinance committee and signed by the mayor in June. The council clarified that this matter had already been voted on and approved, and there was no need for further action.
