Lawrence City Council Deliberates on Key Appointments Amid Concerns Over Objectivity and Experience
- Meeting Overview:
During the recent Lawrence City Council meeting, members focused on the appointment of a new municipal hearing officer and the reappointment of a longstanding member of the Lawrence Municipal Airport Commission.
The appointment of Christopher Buckley as the municipal hearing officer emerged as a central topic. City Attorney Tim Hooton outlined the necessity of this role, mandated under Massachusetts law, which offers residents an avenue to appeal tickets related to housing code violations or trash collection. Buckley, an attorney with a long-standing practice in Lawrence, expressed his personal commitment to the community, citing his property ownership within the city and understanding of local compliance issues.
However, concerns regarding Buckley’s impartiality surfaced during the discussions. A councilor raised a question about Buckley’s ability to remain neutral given past political activities associated with his office location. City Attorney Hooton further clarified that the city prioritizes compliance over financial penalties and reiterated that any recusal by Buckley would be managed on a case-by-case basis.
The debate over Buckley’s appointment extended to a discussion about the legal implications of the hearing officer’s role. An attorney present at the meeting highlighted the importance of addressing appeals promptly, with the city’s liability in mind. The urgency of the appointment was underscored by a comment that emphasized the need to “get that fixed” to avoid lawsuits.
While Buckley’s qualifications were recognized, a member of the council expressed hesitation about supporting his nomination, citing a “political aspect” to the decision. The mayor intervened to clarify that Buckley had not represented him in any capacity. Despite the expressed reservations, the matter is expected to be revisited in the upcoming full council meeting, leaving room for further deliberation.
In parallel, the council considered the reappointment of Daniel Foley to the Lawrence Municipal Airport Commission. Foley, a retired police officer with over 20 years of service on the board, received strong backing from the airport manager, who emphasized Foley’s invaluable experience. Foley detailed his contributions to airport security, especially his involvement in developing protocols post-9/11, and outlined recent improvements like new security plans and ongoing installation of cameras and fencing to enhance safety.
When questioned about his term length, Foley humorously noted his intention to complete it, provided his health permits.
Following the discussions, a motion to recommend Foley’s reappointment to the full council was made and passed. The meeting concluded with this decisive action.
