Lawrence City Council Faces Decision on $975,000 Hangar Acquisition for Technical School
- Meeting Overview:
The Lawrence City Council convened to discuss several issues, with a primary focus on the proposed acquisition of an airplane hangar for the Greater Lawrence Technical School’s aviation program. The urgency of the decision was underscored by the need to submit an offer by the next day, amidst concerns about transparency and the rapid pace of proceedings. The council ultimately voted to proceed with the proposal, contingent on several stipulations, including an appraisal and airport commission approval.
The proposal to purchase the hangar, owned by Bob Davis, came with a price tag of $975,000. The council was informed that the hangar would enhance the aviation program by providing necessary facilities such as classrooms, training spaces, and housing for multiple aircraft. The school’s current hangar fell short in terms of capacity and quality, with renovation costs estimated between $400,000 and $450,000, making the acquisition of the new hangar a cost-effective solution.
The superintendent of the technical school elaborated on the benefits, noting that the new hangar would eliminate the need for costly upgrades and allow the school to expand its educational offerings without delay. The existing hangar could be sold for an estimated $300,000 to $350,000, helping to offset the purchase cost. The new hangar, appraised at $1.2 million by Falcon Air, was deemed essential for the program’s growth, especially given the interest from nearly 100 students, though only 20 would be selected for the first class.
A concern was the need for a charter change for leasing the land to be voted on at a town meeting in May, which posed a timeline challenge as the seller was not willing to wait. The urgency of the situation was a recurring theme throughout the meeting, with several council members expressing discomfort with the rapid pace of the decision-making process. Concerns were raised about the lack of a detailed written proposal and the absence of input from the airport commission, which had yet to vote on the matter.
An adviser assured the council that a memo with the necessary transaction details would be forthcoming. The council discussed the importance of including contingencies in the purchase agreement to protect the city if the deal fell through. It was suggested that the council president engage with the seller to express the council’s intent to proceed, provided due diligence was respected.
The council voted to authorize the purchase, incorporating amendments to ensure the deal included a formal appraisal and airport commission approval. Additionally, the school was expected to repurchase the hangar from the city within five months, covering any additional costs incurred during this period. The proposal’s progress was contingent on the appraisal meeting or exceeding the purchase price, with options to renegotiate or withdraw if it fell short.
This pressured the council to act swiftly, despite one member’s vote against the motion.
Alongside the hangar discussion, public comments featured prominently at the meeting. H Mali spoke in support of the Lawrence Police Department and other city departments, emphasizing the need for more inspectors and positions in the veterans department, as well as a commission for elders. Rich Roso raised concerns about blue light notifications during emergencies, sidewalk repairs, and funding for public hearings, advocating for improvements in these areas.
