Lawrence Extends Liquor License Hours Amid Noise Complaints and New Regulations

The board approved the extension unanimously, with the understanding that the alterations were temporary. Commissioner Laird clarified that Lawrence’s extension was more limited than that of larger cities like Boston due to existing closing times. The board stressed the importance of compliance, warning that violations could lead to severe repercussions, including license suspensions.
Simultaneously, the meeting addressed significant noise complaints, particularly targeting Caballo Restaurant on South Broadway. The establishment faced criticism for loud music that disrupted the local residential area, with multiple complaints received from neighbors and documented on social media. Lieutenant Frias highlighted the extent of the disturbance with emails and videos showing the severity of the noise. Despite previous warnings, the restaurant’s noise levels continued to provoke complaints, leading the board to impose a $300 fine for each violation.
They issued a verbal warning to the restaurant, making it clear that future non-compliance would result in heavier penalties, including potential difficulties in renewing licenses. The emphasis was on the necessity for establishments to manage noise levels effectively, particularly in residential areas.
In addition to noise concerns, the board introduced new licensing rules, including a requirement that off-premise licenses be located more than a thousand feet from existing establishments selling beer and wine. They also implemented fines for failing to post liquor licenses and obstructing egress paths. Regulations regarding noise complaints were further tightened, mandating that establishments maintain surveillance systems and properly register security personnel with the local police department.
Beyond the liquor license extensions and noise regulations, the board approved several other applications. They unanimously sanctioned a liquor license transfer for the Tavern on the Merrimack to new owners Julie and Lonnie Chavez, contingent upon adherence to current operational licenses until the transfer is finalized. The board also approved a one-day wine and malt license for the Instituto Cultural de Puerto Rico’s upcoming festival, recognizing the event’s successful history and the organizers’ commitment to security.
Furthermore, the board granted a common victual license to Next Level Cafe, a new establishment offering drinks and sandwiches, contingent on passing a fire department inspection. The board stressed the importance of complying with safety inspections and reminded all applicants of the need to adhere to licensing renewal timelines to avoid additional fees.
