Lawrence Licensing Board Meeting Engulfed by Disputes Over Auto Sales Licenses and Delayed Reports.
- Meeting Overview:
The Lawrence Licensing Board meeting on January 7 was dominated by discussions over contentious auto sales licenses and procedural delays involving environmental reports.
Roger Farah emerged as a central figure in the meeting, expressing frustration over the handling of his secondhand Class 2 dealership license. He claimed that a city inspector had cited an environmental issue with his property, yet the inspector was absent from the meeting. Farah accused the board of making unfounded assumptions, stating, “You’re accusing and you’re making assumptions in certain things that does not is not true.” He demanded evidence from the city ordinances on the unavailability of licenses and reiterated his compliance with city regulations, despite the board’s stance affecting his business prospects. The board maintained that a decision could not be made without the inspector’s environmental report, leaving Farah dissatisfied and prompting a scheduled follow-up meeting for January 21.
The meeting also saw Attorney Kan speaking on behalf of Don Pedro Biato, who is linked to the property on Broadway. Kan revealed that eviction proceedings had commenced against Espiranza Auto Sales, the current tenant who had defaulted on rent payments for over five months. Kan sought clarity from the board on the possibility of revoking the license from the current tenant, as had occurred in a previous case, to allow Don Pedro to regain control of the property and its associated dealership license. This potential license transfer further underscored the ongoing challenges faced by business owners in navigating the city’s licensing framework.
In another licensing matter, a representative for a property on Chandler Street highlighted ongoing legal proceedings due to a prior tenant’s failure to surrender their license, leading to its revocation and transfer to new owners. The representative assured the board of updates on the court case if the situation remained unresolved. This case involved Espironza Auto Sales Incorporated as the current license holder, while the property was owned by Ask Jimmy Corporation, a company linked to Don Pedro’s daughter, Ashley. These intertwined relationships and procedural complexities exemplified the intricate nature of license ownership and transfer in the city.
Public participation also drew attention to Pedro, a resident of Randolph Avenue, who recounted his struggles over a similar auto sales license. Despite owning the property and business, Pedro faced financial strain due to difficulties in reclaiming his license, which he claimed was transferred without proper negotiation. He urged the board to reinstate his license to alleviate his financial burdens and enable the continuation of his business operations.
Shifting focus from auto sales, the board addressed new business applications, including Tyino’s Fried Chicken and Cafe’s request for a common victualer license. Luis Fernandez presented the application, detailing the transition from a failing convenience store to a fried chicken cafe. The board showed no opposition, and the license was granted unanimously.
The application for a new lodging house license by MCB Development on Parker Street was also considered. Applicants Andrea Rosto and Anie Sanchez explained their recent property purchase and the need for inspections due to previous management. The board approved the licenses, contingent on passing necessary inspections.
The meeting concluded with a review of the Portuguese American Club’s license renewals. Concerns were raised over delayed renewals and historical issues with poker machines at the club. The board emphasized the need for compliance and timely renewals, highlighting longstanding challenges faced by the club in maintaining its licenses.
