Leesburg Approves Historic Overlay, Faces Growth Challenges

The Commission approved an ordinance for a plan development overlay to allow office, retail, and classroom uses on a property described as historic, which previously housed the office of Mr. James Duran, one of the first African-American attorneys in Lake County. The decision marked a step in preserving the history of Leesburg while accommodating new uses for the property. The ordinance passed with majority support.
During the meeting, a resident proposed a moratorium on new developments, rezonings, and annexations until infrastructure improvements could be assured, citing traffic concerns and safety hazards. This proposal came on the heels of a discussion around an ordinance to amend the city code of ordinances by providing for five single-member commissioner districts, which was described as a housekeeping item and received unanimous approval.
The debate over the city’s growth was further intensified by public comments regarding a proposed annexation of 47 acres for a single-family residential development. The development aimed to add to an existing project but faced opposition due to increased traffic and safety issues. Concerns were also raised about the Secret Promise development and its potential to exacerbate these problems.
A commissioner suggested the adoption of a philosophy to address growth in Leesburg, including putting a hold on rezonings and annexations to protect existing residents. The issue was scheduled for a second reading on June 10th.
Dr. Erica Jasper commended the city and Keep Leesburg Beautiful for a successful spring cleanup, with volunteers collecting an amount of trash.
In terms of community initiatives, the Commission recognized the achievements of the Leesburg High School girls weightlifting team, celebrating their athletic accomplishments and sportsmanship.
Concerns about growth and development in Leesburg were not the only financial matters discussed. The city manager provided an update on the Bike Fest, highlighting the challenges in determining insurance costs, with estimates varying significantly. This financial uncertainty required a decision before the Commission’s next meeting to ensure the event’s viability.
Amidst these discussions, the Commission also touched upon various community events and projects. These updates included a successful fish fry and ongoing improvements on Pine Street, showing the Commission’s engagement in diverse aspects of local life.
