Leesburg Board Approves Assisted Living Facility Amidst Resident Concerns

Like the Mispa Avenue project, the recovery residence received no substantive objections during the planning review process. The planning department recommended permit approval, citing compliance with city codes and the absence of negative impacts on surrounding properties.
During public comments, Kisha Guest presented her plans to convert her property on China Street into an assisted living facility, leveraging its commercial history and the surrounding community infrastructure. She clarified the use of “recovery” in the facility’s context, encompassing care for individuals with disabilities and memory impairments. Guest assured the board about safety measures, including secure fencing and controlled resident access, particularly in light of proximity to a high school.
The board unanimously approved the China Street facility, recognizing its alignment with community needs and regulatory standards.
