Leesburg Board Approves Large Flagpole at Venetian Park and Debates Dense Housing Development

During discussions, board members deliberated on the implications of flying an American flag on public property, considering the potential for political disputes. While recognizing the appropriateness of displaying the flag, one member suggested that the city should maintain control over flags on public property to prevent future conflicts. The board expressed consensus on the importance of oversight regarding future memorials and flag installations. Despite these concerns, the proposal was approved without opposition.
Another point of deliberation focused on the proposed Banning 5 Planned Unit Development (PUD), which seeks to rezone 103.14 acres for 294 single-family homes along County Road 48. The development, which reduces the number of units from a previously approved but expired plan, eliminates commercial components to focus solely on residential housing. The project promises to maintain 35% open space and include amenities such as swimming pools and play areas, with a requirement to connect to city water and wastewater services.
A thorough discussion ensued regarding the development’s potential traffic impact, particularly on County Road 33 and Highway 27. A representative explained that County Road 33’s maximum capacity is 900 vehicles per hour, and the proposed project, along with existing approved developments, would not exceed this limit. However, concerns were aired about the cumulative effect of increased traffic from ongoing growth in the area.
Board members also debated the density of the proposed development. One member criticized the project as too dense and questioned the utility of the designated open space, pointing out that retention ponds do not offer recreational benefits. The response clarified that current codes permit stormwater ponds to count towards open space metrics. Despite assurances that the development would adhere to existing regulations, concerns about the adequacy of parking and the project’s impact on local traffic persisted.
The meeting revealed a divide among members, with some advocating for the project’s potential benefits to the transportation network, while others called for a motion to deny the project on grounds of density and traffic concerns. Following a roll call vote, the project faced mixed reactions.
