Leesburg Board Denies Dominium Apartments Amid Traffic and Community Concerns
- Meeting Overview:
In a decision, the Leesburg Planning and Zoning Board voted to deny the proposed Dominium Apartments development, citing concerns about traffic congestion and the impact on the community. The board’s decision, following discussions and public comments, highlighted the ongoing tension between accommodating growth and preserving neighborhood character.
The board’s meeting featured a detailed presentation by the developer’s representative, Joseph Kovashes, who outlined the plan to construct 276 multifamily dwelling units on an 18.71-acre site along US Highway 27. The development aimed to convert the land’s use from general commercial and low density to general commercial, primarily accommodating the apartment complex.
Despite these assurances, the board and local residents voiced concerns. A prominent issue was the anticipated increase in traffic on US Highway 27, which is already described as frequently congested. Thomas Whip, president of the Corey Island Mobile Manor Homeowners Association, estimated the development could introduce approximately 1,100 new residents and over 300 vehicles, exacerbating existing traffic issues. Whip called for improved traffic management and infrastructure enhancements, particularly the addition of sidewalks for safety.
Board members also expressed reservations. Some felt the density of the proposed development was unsuitable for the area, given the current traffic conditions. The absence of updated site plans during the meeting further complicated discussions, leading to dissatisfaction with the presentation process.
The board’s decision to deny the project was reflected in a roll call vote, with a majority supporting the motion against the development. This outcome highlighted the community’s impact on the board’s deliberations, as public sentiment and traffic concerns played a role in the decision-making process.
Following this decision, the board turned its attention to other business, including the approval of the Leburg Flex Small Planned Unit Development. This proposal, which received unanimous support, involved a zoning change for a 7.8-acre site to facilitate the construction of multi-use office and warehouse buildings. The development promises to create between 45 and 68 jobs, offering flexible space for small businesses that have outgrown home-based operations. The board viewed this project as a positive contribution to the local economy, aligning with community needs for industrial space.
Discussion during the meeting also touched on enforcement issues, such as the prevalence of temporary signs violating city ordinances. Board members expressed frustration over the ongoing challenge of removing these signs, despite their efforts. Additionally, staff updates included preparations for new planning commission binders and an upcoming city commission meeting to discuss the pros and cons of a planning commission compared to a magistrate system.
The board’s deliberations underscored the complex balance between adhering to regulations and considering public opinion. While some members acknowledged the necessity of following legal compliance, they emphasized the importance of community input in planning decisions.
In closing, the board members took pride in their role as mediators between developers and the community, striving to achieve outcomes that benefit both parties.
