The Terra Oaks situation was emblematic of broader development challenges in Leesburg. The amendment aimed to adjust the district size due to land acquisition by the Florida Department of Transportation for a retention area.

Richardson highlighted the event’s importance as part of a downtown initiative and raised concerns about insufficient lighting on side streets.
Additionally, the commission heard from Candace Chapman, executive director of Virginia Samers Cares Incorporated, who expressed disappointment over a denied request for city lots intended for supporting individuals affected by incarceration, homelessness, and health issues. Chapman sought clarity on the application process for future opportunities, questioning the criteria and provisions related to lot donations.
Public safety and community concerns were also a focus during the public comments segment. A retired law enforcement officer presented crime statistics for fiscal year 2024, emphasizing the need for accountability among city department heads. The statistics included incidents such as homicides and sex offenses.
Commissioners also took time to reflect on recent community events and address personal matters. One commissioner clarified a misquote from a previous meeting, emphasizing the need for accurate representation of viewpoints in discussions about growth and infrastructure.
