The Chief stated, “It’s not worth compromising child safety regardless of the reason; it’s worth driving the speed limit to save a life.”
Following this, the Commission heard from Casey Ross, a 26-year-old father and small business owner, during the public comments section. Ross expressed his frustration over the financial challenges he faced in securing a suitable home for his family. He sought the Commission’s support in allowing him to place a manufactured home on his property without incurring prohibitive costs associated with connecting to city water. Ross highlighted the barriers posed by current city ordinances, especially given his property’s location on an unmaintained dirt road. Ross articulated the financial hardships imposed by inflation and rising interest rates, pleading for the Commission to reconsider the zoning restrictions that prevent him from pursuing a more affordable housing option.
Another resident, Joel, who resides in the Overlook La Griffin community, voiced concerns about escalating crime in his neighborhood. Joel detailed incidents of gunshots and drug distribution, noting that despite contacting the police, his complaints seemed to go unaddressed. He recounted witnessing a gunfight while retrieving a Walmart order, expressing frustration over the police’s ineffective response, which he described as mere drive-bys. Joel argued that the community’s safety is at risk and called for better police presence, stating, “If we had better police presence, it probably would have never happened.” The Chief of Police, who was present, heard Joel’s concerns.
The meeting also included a project update on the Susan Street project, provided by Travis Ryman, the director of Parks and Recreation. The project, in development for over a year, includes a redesigned entrance off 14th Avenue, featuring a new welcome sign and five rugby fields, one of which will be synthetic. The design incorporates two buildings for restrooms and concessions, and plans for a grandstand and press box reflecting local architecture. The project aims to maximize site use and has progressed to the permitting stage with the Water Management District and other agencies. Funding sources to alleviate budget constraints were also discussed.
One of the more contentious topics was a resolution regarding an amendment to an agreement with Blue Rock Development LLC. The proposal involved extending the governmental approval period, adjusting the closing date, and reducing the purchase price by $150,000 for approximately 7.5 acres of airport property. The original contract was valued at $2.75 million, but unforeseen development costs and engineering challenges led to the request for a price reduction. The challenges included complex ingress and egress issues related to access from U.S. 441 and regulatory hurdles from the Federal Aviation Administration (FAA) due to the property’s proximity to an airport runway. The debate centered around whether to accept Blue Rock’s request for a price reduction or to hold firm to the original terms. Key figures highlighted were the estimated net return if the deal proceeded at the original price versus the adjusted price. The Commission ultimately had to balance the financial implications against the risks of the developer’s ability to meet the contract’s requirements.
During the consent agenda, item 5C5 concerning Arbor Park phase one was withdrawn from discussion. Several items were pulled for further discussion, including resolutions related to the construction of hangar facilities at the Leesburg International Airport and a loan agreement with the Department of Environmental Protection for infrastructure repairs. The Commission approved the remaining consent items.
The meeting also featured discussions on various zoning and planning matters. A specific development proposal was scrutinized, with concerns raised about the width of proposed residential lots and the importance of environmental protection. The Commission unanimously approved the annexation and zoning changes for a project on Northshore Drive, which aims to develop eight single-family detached units with specific design and architectural standards.
Lastly, the Commission discussed an ordinance for the city’s inclusion in the countywide Municipal Service Taxing Unit for Ambulance and Emergency Medical Services. The city manager evaluation was also discussed, with new goals established for the upcoming year, and the management of contracts with event organizers regarding police department services was addressed.
