In a recent meeting, the Leesburg City Commission approved several significant proposals, including the Sunnyside Estates future land use designation, a residential plan unit development, and a small-scale comprehensive plan amendment for an industrial flex space development. The comprehensive plan future land use element text amendment for Sunnyside Estates was a focal point during the session. This amendment established objectives and policies within the city’s comprehensive plan to preserve the positive qualities of the established Sunnyside Estates Community. The proposed amendments, which aimed to implement the 2004 Sunnyside Task Force study report recommendations, were discussed in detail. These changes sought to establish residential densities compatible with the Sunnyside Estates area and were recommended for approval by the Planning and Zoning Division.
Another topic was the residential plan unit development (PUD) for the Bright Leaf residential project. The 37.7-acre area, located north of County Road 48 and west of US Highway 27, is set to accommodate a maximum of 253 attached single-family residential units. The project was thoroughly reviewed by city departments, Lake County government, and the Lake County School Board, with the latter estimating an influx of approximately 79 students across all grades due to the development. Despite two letters of disapproval from the public raising concerns over traffic and infrastructure, the commission approved the PUD zoning change. The development plan includes diverse design and architectural standards, significant open space, buffer requirements, and dark sky-compliant lighting.
The commission also deliberated on a proposal to create an industrial flex space development on approximately 2.33 acres of land, which involved changing the future land use designation from low density residential to industrial for three parcels of land. In response to public inquiry, it was clarified that the term “flex space” refers to an office warehouse use and all activities would be conducted inside the buildings. The proposal, which included a planted landscape buffer and a solid opaque fence requirement adjacent to any residential property, was approved, with the Planning and Zoning Department recommending it based on its compatibility with adjacent land use designations and zoning districts.
Additionally, the commission addressed a request for annexation, small-scale comp plan map amendment, and rezoning for the construction of a residential development consisting of 135 single-family residential units on 49.12 acres. The proposal was to change the future land use map and zoning to accommodate the development, which included design and architectural standards, open space, and buffer requirements. The project was recommended for approval based on its compatibility with adjacent future land use designations and the city’s growth management plan.
The meeting also saw the approval of a conditional use permit for an indoor pickleball facility and a residential development with eight single-family detached units on approximately 40 acres. The latter had been revised from an initial plan of 26 duplex units.
Furthermore, the commission discussed adding a plan development overlay (PDO) for an office in an existing medium-density residential zoning district. The request, which aimed to add office and similar uses to the underlying zoning, was approved, highlighting the commission’s consideration of the potential economic benefits and employment opportunities.
