The stipulations of the grant program were discussed, including a requirement for recipients to contribute 10% of the costs and maintain the property as their homestead. Additionally, the budget for the Carver Heights CRA was reviewed, with recommendations to allocate more funds towards the home grant program and a suggestion for a detailed meeting to further discuss fund allocation. The city also reported a 6% increase in revenue compared to the previous year, pending confirmation from the Appraiser’s office.
The planning for a budget-centric meeting was set for June 10th to precede a regular meeting. The future budget discussions highlighted the financial health of the Greater Leesburg CRA, special events funding, and fund allocation for home improvements. Concerns were raised about the update on John Leslie Park and establishing a neighborhood watch program in the Baker Street and Crosby community. Additionally, June 2024 was proclaimed LGBTQIA+ Pride Month.
The meeting included a ceremonial aspect as the commission welcomed a new Chief of Police, underlining his extensive experience and community-oriented policing philosophy. The Community Development Corporation presented an award to an employee for service in maintaining city properties.

The meeting tackled the establishment of the Grace Key Groves Community Development District (CDD), which was removed from the agenda due to unresolved issues. An ordinance to change the zoning on a property to allow for various residential and commercial uses was introduced, reducing the number of approved units and sparking a debate on development density and traffic impact. Concerns were voiced by the public and commissioners regarding the potential consequences of increased density on infrastructure and safety.
A resolution to extend the electric meter connection deadline for a developer was discussed, with the developer requesting more time to continue investments.
