Leesburg Commission Grapples with Development and Water Contamination Issues

Despite one commissioner’s dissent, the annexation ordinance received majority approval, allowing the project to advance through subsequent procedural steps.
Another topic was the potential financial claims related to water contamination involving chemicals linked to DuPont and 3M. The city attorney informed the commission about a $13 billion settlement fund established for communities impacted by PFAS contamination. The attorney outlined the city’s eligibility to claim funds without proving causation, provided specific criteria are met. The urgency of filing claims before the end-of-year deadline was emphasized, as it could enable the city to access substantial funds for community projects. The commission unanimously approved further exploration of retainer agreements to pursue these claims, acknowledging the opportunity to secure financial resources for the city.

Ultimately, a motion was made to proceed with the transfer contingent upon the dismissal of an injunction.
In addition, the commission addressed the fiscal year 26 budget, specifically the allocation of funds for recreational facilities. Controversy arose over the decision to prioritize pickleball over shuffleboard, with commissioners expressing differing views on the distribution of resources. Some argued for focusing on pickleball due to its popularity and existing facilities, while others called for a fair allocation that includes shuffleboard. After extensive discussion, the majority voted to concentrate on developing pickleball courts, excluding shuffleboard from the budget, despite some dissent.
