Leesburg Commission Reviews School Zone Speed Camera Program, Reports Over $1.2 Million in Revenue

The city’s net revenue from the program was approximately $360,952, while substantial portions were allocated to the state of Florida, the school district, and for the management of the program. The funds also supported the enhancement of school zone visibility and safety with new lights and restriping.
Chief Iozi detailed that out of the 19,662 citations issued, 12,872 were paid, contributing to the total revenue. The state received 23% of this amount, the school district 12%, and school crossing guards 5%. Despite the high number of citations, only a small fraction contested the tickets, with the majority being upheld. The commission expressed satisfaction with the program’s success in reducing speeding in school zones, as evidenced by personal anecdotes from the members about a noticeable change in driver behavior.
In addition to the speed camera program, the commission addressed a proposed ordinance to amend the boundaries and rename the Grace Key Groves Community Development District. This amendment would add approximately 39 acres to the district, and the ordinance will be revisited in the next commission meeting.
The meeting also touched on an ongoing issue with the Board of County Commissioners regarding the annexation of property along Route 48. There was discussion about the county’s opposition, with city staff and the developer’s attorney maintaining that the city is on solid ground to proceed with the annexation. The city believes the road is exempt from certain agreements due to the percentage of road frontage already within city limits.
