However, concerns were raised about the necessity for citizens to download the app and set up notifications, which could hinder its widespread adoption. The cost of this technology was also a focal point, with C Click Fix ranging from $145,000 to $217,000 based on demographics, and Tex MGV priced at approximately $8,000 per annum.
Tex Power, designed for electric utility notifications, allows citizens to report power outages and receive updates automatically. Yet, the commission debated the integration of Tex Power with the responder system, mindful of potential discrepancies between electric utility services and the city’s broader infrastructure.
Another platform, Tex MGV, provides auto-reply based on keywords, report routing for code enforcement, public works issues, and group push notifications for general alerts, events, and aquatics. The commission considered the direction of investment in these platforms, particularly C Click Fix, weighing costs and compatibility with existing systems.
The commission also addressed a development project involving approximately 37.7 acres of land, proposed to change from planned unit development (PUD) and C3 Highway commercial to PUD for constructing 253 attached single-family residential units. Traffic congestion concerns were central to the discussion, with a commissioner questioning the accuracy of traffic studies presented by the developer. The project’s implications for local schools and infrastructure were debated, with some commissioners wary of additional residential units without corresponding enhancements to the infrastructure. The developer committed to contributing to schools and addressing transportation issues.
During the public comments section, local business owner Stephanie Jones addressed the commission about the adverse impact of Bike Week on her business. She described a popup wall blocking access to her establishment, leading to a loss of clients and sales. Mayor Jimmy Burry recognized the event’s significance for the business community but also the need for some sacrifices. Jones insisted on compensation for her losses and mentioned her reluctance to take legal action, though she had received options from the governor’s office. The city manager defended his professional response to Jones’s concerns.
Another public comment concerned a tree branch incident causing damage, with the city manager advising personal contact for resolution. Additionally, routine consent agenda items were approved, and the meeting addressed the introduction of ordinances related to annexing real property and land use designations.
The Planning and Zoning representative presented the Thomas Montclair industrial Flex project, which focused on annexing land and rezoning for industrial Flex space development. This included light manufacturing, building trades, contractors’ space, architectural and environmental considerations, and the creation of recreational spaces, trails, and an amenity center.
The meeting also saw the introduction and passage of ordinances related to a Habitat for Humanity project and the establishment of a school zone speed enforcement program. A resolution designating the city code enforcement board as the local hearing officer and a photo enforcement services agreement were approved.
