Leesburg Planning Board Greenlights Age-Restricted Development in Rezoning Approval

The board’s approval centered on two interconnected cases: SSCP 26-1343, a small-scale comprehensive plan amendment, and RZ 26-1344, a rezoning request. Both proposals were aimed at integrating the parcel into the expansive Villages development. Senior Planner Max Van Allen presented detailed maps and aerial images to illustrate the site’s location and its potential impact on the surrounding area. These materials emphasized the compatibility of the proposed changes with existing land use frameworks, as well as the site’s alignment with the city’s growth management plan.
The project had previously been approved for mixed-use development under the name CR 470. However, no construction had taken place, prompting a reassessment. The current proposal seeks to integrate the site into the Villages framework, utilizing the existing density allocation to create a cohesive community within the age-restricted development model. The focus on maintaining architectural standards and technical requirements for street construction, lighting, and landscaping was underscored during the discussions.
The Planning and Zoning Department recommended approval based on several criteria, including adherence to Chapter 163 of Florida Statutes for small-scale comprehensive plan amendments and alignment with adjacent land use designations. The rezoning was found to be compatible with surrounding zoning districts and consistent with the city’s growth management plan. Representatives from the Villages Land Company were present to address any questions, emphasizing the reduced potential impacts and enhanced connectivity that the new plan would bring.
A public hearing was held for both the comprehensive plan amendment and the rezoning request. Following presentations and discussions, the board voted unanimously in favor of both proposals. This endorsement will now be forwarded to the city commission for further consideration.
Beyond the primary discussions on the Villages development, the meeting also addressed routine procedural matters. An intern from the University of Florida, Ms. Sidra Gray, was introduced and welcomed by the board members. Additionally, the upcoming expiration of terms for three commissioners was noted, with encouragement for them to submit new applications if they wished to continue their service. Public advertisements for these positions will be managed by the city clerk, with appointments determined by the city commission.
