Leesburg Planning Board Supports New Development on Historic School Site Amid Community Concerns

Michael Ranking of the Land Planning Group, representing the applicant Barry Mansfield, explained the challenges faced in redeveloping the site and highlighted a potential collaboration with Beacon College to address parking and design concerns. Ranking noted the community’s emotional attachment to the Lee School, acknowledging the historic significance while advocating for progress and the proposed development.
Community engagement was a componet of the meeting, with public comments reflecting a spectrum of opinions. Gregory Alexander, a resident near the site, voiced concerns about increased traffic and the potential decline in property values due to the development. He suggested alternative uses for the site, such as parks or recreational facilities, which could enhance the community appeal without compromising its historic nature.
Board members engaged in a detailed examination of the development plans, focusing on the building’s height and density. A consensus emerged that reducing the structure’s height from four stories to three could address some community concerns while still meeting the necessary green space and parking requirements. This compromise was seen as a way to balance the neighborhood’s character with the need for modern housing solutions.
The proposal’s impact on the historic character of the area was a recurring theme. Board members expressed a desire to incorporate design elements that reflect the site’s history, such as using brick and replicating features from the original Lee School building. There was acknowledgment of the Historic Preservation Board’s unanimous recommendation in favor of the project, which added a layer of complexity to the decision-making process.
In the end, the board moved towards approving the development contingent on further engagement with planning staff to explore the feasibility of a three-story structure. The motion passed with a majority vote, though not without dissent.
The meeting also addressed another agenda item concerning a conditional use permit for new duplex units on a separate property. This proposal was less contentious, receiving unanimous approval after incorporating a request for a privacy fence from neighboring residents.
