Leesburg’s Road Management Challenges Highlighted Amid Funding Strains and Growth Demands

Safety improvements were another focal point, with a partnership with the University of Central Florida to address rural roadway challenges. The Vision Zero Safety Action Plan aims to reduce fatal crashes, currently at 4.4% of all crashes in the area. The commission is developing strategies for high-injury networks using traffic and safety data.
Tied to these transportation concerns were discussions on funding limitations, particularly the reduction in gas tax revenues. The state gas tax’s link to inflation contrasts with the static federal gas tax since 1992, diminishing local purchasing power.
Road maintenance costs were also debated under the Interlocal Service Boundary Agreement (ISBA), with one commissioner highlighting potential future burdens on taxpayers. Though the anticipated annual maintenance cost is $25,000, major overlays or widening could escalate costs to $100,000-$300,000, with no county transportation fees applicable. Another topic was the resolution of a prolonged code enforcement dispute involving property on West Dixie Avenue. The city imposed daily fines, accumulating to significant amounts, due to ongoing violations. The commission agreed to reduce the fines to $1,500 to cover administrative costs, emphasizing compliance over punitive measures.
The commission also discussed annexation and zoning changes, notably for the Lake Margaretta Phase 2 project, proposing 75 single-family homes. The commission approved the annexation despite mixed votes and community concerns.
