Leon County’s Multifaceted Approach to Boosting Affordable Housing and Home Ownership
- Meeting Overview:
In a recent meeting, the Leon County Council delved into a range of initiatives aimed at expanding affordable housing options and facilitating home ownership for low-income residents. Topics included collaboration with developers, funding mechanisms, and legal support services for heirs’ property issues, illustrating a comprehensive strategy to tackle housing challenges in the community.
At the forefront of the discussion was the county’s collaboration with developers to enhance affordable housing options. The home ownership development program, launched in 2023, is a significant effort to engage nonprofit organizations and small businesses in creating affordable housing. This program provides up to $100,000 per unit to eligible projects through a rolling application process. The funding is structured as a deferred forgivable loan. This initiative aims to create sustainable, long-term home ownership opportunities, with homes remaining affordable for a minimum of 30 years.
The council detailed how the program operates as a home construction loan initiative. Upon completion and sale to income-eligible households, the county’s subsidy becomes a subordinate mortgage, which remains unpaid as long as the buyer adheres to program requirements. This includes maintaining the property as their primary residence for a specified period, with loan forgiveness starting after the 10th year and extending over three decades. This model ensures homes remain affordable for future owners, even if the initial buyer decides to sell.
One notable discussion the need for more affordable rental units, particularly for very low-income households. The county has made substantial investments in this area, with around $5.8 million in direct funding and over $190 million in bond financing channeled towards affordable rental projects. These efforts are expected to yield approximately 1,200 new rental units in the coming year. The county collaborates with the local Housing Finance Authority to offer GAP financing and local government contributions for projects seeking funding from the Florida Housing Finance Corporation, further bolstering the availability of affordable rental housing.
The council also addressed heirs’ property issues, which can prevent homeowners from accessing home rehabilitation and disaster recovery services. Heirs’ property refers to homes inherited without clear title, a situation that disproportionately affects low-income families. To tackle this, the county has partnered with Legal Services of North Florida to offer workshops that help families navigate these complex legal challenges. These workshops are part of a broader initiative to connect residents with resources that can help establish clear title and ownership, thereby unlocking access to essential services.
The Tallahassee Lenders Consortium (TLC) plays a role in supporting pathways to home ownership. They administer a community land trust model designed to ensure long-term affordability by retaining ownership of the land and selling homes built on it with affordability restrictions. This approach separates the land’s value from the home’s cost, making it more accessible to low-income buyers. TLC also manages down payment assistance programs for Lyon County and the city of Tallahassee, with support available for households earning up to 120% of the area median income.
This event, in partnership with organizations like TLC and Legal Services of North Florida, will provide residents with valuable information on home ownership, maintenance, and sustainable living practices. It serves as a platform for financial advice and practical workshops.
