Leroy-Ostrander School Board Tackles Safety and Financial Accountability with Vigorous Discussions
- Meeting Overview:
The recent Leroy-Ostrander School Board meeting was marked by discussions on safety measures, financial accountability, and curriculum enhancements. The board also addressed policy readings, compliance with anti-discrimination laws, and public complaints.
Safety and security were paramount topics at the meeting. The board discussed the activation of the building’s heating system and advised staff to remain cautious of icy conditions, encouraging a “walk like a penguin” approach to prevent falls. The importance of registering for the school district’s emergency communication system was highlighted to keep parents informed about potential school delays or emergencies. In a bid to enhance safety, a grant application was submitted to the Southeast Minnesota Emergency Communications Board for digital GIS mapping of school facilities. This initiative aims to provide local law enforcement with updated building layouts to improve emergency response protocols.
Further discussions on safety included compliance with mandated fire, tornado, and lockdown drills, with these activities being reported to the state department as part of accountability measures. Additional facility updates focused on priorities set by the building grounds and safety committee, including installing a water softener and addressing concrete issues outside the building. Technological advancements were also on the agenda, such as installing a new camera system for the main entrance and upgrading the gym’s speaker system to bolster security and communication.
Financial accountability was another key focus, with an upcoming Truth and Taxation meeting scheduled for December to discuss the district’s financial oversight. Preparations for an audit were underway. The chair emphasized transparency and accuracy in financial discussions, cautioning against misinformation and underscoring the importance of maintaining the district’s reputation.
The board also delved into policy matters, approving the first reading of policies numbered 701 through 708, which cover topics such as the school district budget, accounting practices, and transportation for both public and non-public school students. The second reading of policies 616 through 624, focusing on school district accountability, student achievement assessments, and staff development for standards, was also approved.
In terms of curriculum enhancements, the board is exploring partnerships with post-secondary institutions to allow students to earn college credits while still in high school. These initiatives aim to better prepare students for their futures, with aspirations for some to graduate with both a high school diploma and a college degree. The board also highlighted the importance of ongoing staff development, particularly in cybersecurity, to address potential cyber threats and ensure the district’s digital infrastructure remains secure.
The meeting also addressed compliance with state and federal anti-discrimination laws concerning public assistance, with the board affirming that no individual should be discriminated against based on characteristics such as age, race, or disability. A motion to approve the Minnesota Department of Education’s assurance of compliance was passed unanimously.
Additionally, the board adopted a resolution to support the Minnesota State High School League’s grant applications, which aim to offset student activity fees and fund athletic support opportunities. This includes acquiring a mobile Automated External Defibrillator (AED) and new padding for the elementary gym walls.
Public concerns were not overlooked, and the board responded to previous complaints raised by community member Paul Aenhorst. The board expressed disappointment at the choice to protest publicly rather than engage directly with the administration to resolve issues. Specific concerns about bullying, academic performance, and declining enrollment were addressed, with the board asserting that these areas are being managed effectively and that the school’s enrollment figures are stable.
The meeting concluded with updates on the school district calendar, emphasizing upcoming events such as Election Day and the end of the first quarter. A community member raised a concern about the size of the flag displayed outside the school. The board discussed the possibility of replacing it with a larger flag and organizing a ceremony with local veterans to retire the old flag and raise a new one, in conjunction with the upcoming Veterans Day program.
