Little Falls Planning Board Approves Construction Despite Community Concerns

The most debated topic during the meeting was the proposal by Houston 119 LLC to build three single-family homes on an irregularly shaped lot on Houston Road. The lot, which measures approximately 12,752 square feet, falls short of the 15,000 square feet required by the R1A zoning regulations. The project requires variances for a front yard setback of 25.3 feet and a rear yard setback of 17.2 feet, both of which do not comply with the township’s requirements. Despite these deviations, the board approved the application after discussions focused on the lot’s nonconforming history and the proposed homes’ compatibility with the neighborhood.
John Veter, representing the applicant Dino Mancini, argued that the lot’s peculiar shape and history of being left undeveloped justified the need for the variances. The design of the homes, which includes three bedrooms and modern materials, aims to minimize visual impact and maintain neighborhood aesthetics. Architect Steven Zamuda testified that the homes would comply with height regulations and feature a garage design intended to reduce direct views into neighboring properties. Zamuda also proposed using aluminum or PVC fencing to address concerns about visibility and elevation.
Local resident Harry Glenn Francisco expressed opposition to the project, citing the lot’s small size and potential issues with rock removal during construction. He shared personal experiences with past construction disturbances and requested that the town require an encroachment permit bond from the excavation contractor to cover possible damages. Francisco’s concerns about structural integrity and neighborhood disruption echoed throughout the community’s feedback during the public comment period.
The project’s representatives countered these objections by highlighting the minimal excavation needed due to the absence of a basement in the design. They emphasized that the project would not lead to overdevelopment and is within the allowable lot coverage limits. A board member further reinforced this by noting that the proposed homes would occupy only about 22% of the lot, well below the maximum coverage threshold.
In a separate proposal, the board reviewed a subdivision application for a property owned by Curado Mancini. The plan involves dividing a 3.3-acre lot into two new lots for high-end homes while retaining the existing house. The property, previously used as a quarry, offers significant landscaping potential, including a spring-fed pond and scenic rock formations. Architect Steven Muda presented designs for the proposed homes, which include four bedrooms, three-car garages, and features meant to blend with the surrounding environment.
This project also faced scrutiny over the affordable housing overlay zone, which typically permits higher density. However, the board was assured that the development would not affect the township’s affordable housing resources once construction is completed. The proposed homes are expected to reach a market value in the two-million-dollar range.
No wetlands or flood hazards were identified on the site, and the project’s engineering plans were deemed comprehensive enough to proceed without further delay.
