Little Falls Planning Board Approves Downtown Housing Changes, Faces Pushback on Subdivision Plans
- Meeting Overview:
In a meeting filled with technical discussions and community concerns, the Little Falls Planning Board approved an ordinance amending the downtown redevelopment plan to address the township’s housing obligations. The board also debated a contentious minor subdivision proposal on Francisco Avenue, which drew public opposition over concerns of neighborhood integrity, water drainage, and property values.
The board’s approval of the downtown redevelopment plan amendment was a key item on the agenda. This ordinance sets a maximum residential density of 50 units per acre for certain subdistricts, aligning with the township’s fourth round housing element and fair share plan. The amendment was described as a necessary step for compliance and consistency. The board unanimously approved the ordinance without objections.
In stark contrast, the proposed minor subdivision on Francisco Avenue elicited discussions and public disapproval. The application from North Brook Developers LLC aimed to split the property into two lots, requiring a variance only for lot width. Residents were vocal about their concerns, with many expressing fears about potential flooding, changes to the neighborhood’s character, and the economic impact of the development.
One resident, Teresa Beazawitz, articulated concerns about water management, questioning the development’s potential to worsen existing drainage issues. Another resident, Andy Square, emphasized the importance of maintaining community integrity and how the proposed changes might benefit only the developer financially while devaluing surrounding properties. Beth Nelson highlighted the disproportionate sizes of the proposed homes compared to existing structures, fearing it could set a precedent for future developments misaligned with the neighborhood’s character.
The board heard from various professionals supporting the subdivision proposal, including Adam Loda, an architect who detailed the design and orientation of the proposed homes, and Dave Santina, a licensed engineer who addressed technical concerns such as drainage and landscaping. Despite assurances from the applicant’s team about adhering to zoning requirements and enhancing area drainage, the community’s concerns persisted.
Public comments underscored the deep divide between the board’s development goals and residents’ desire to preserve their neighborhood’s current state. Wasim Marsh, representing his father’s long-standing ties to the area, argued against setting a precedent that could erode community values. Residents consistently called for respect and preservation of their community, fearing that new developments might disrupt the existing harmony.
In addition to the subdivision discussions, the board reviewed an application from Lala Developers for a multifamily senior housing project on a property previously occupied by Walgreens. This proposal aimed to transform the vacant site into 42 active adult units, targeting individuals aged 55 and older. The developers positioned the project as a beneficial solution for housing seniors and revitalizing the area. The plan included improvements to drainage and landscaping, with a focus on integrating the new development into the existing neighborhood fabric.
As the meeting progressed, the board scrutinized various technical aspects of the proposed senior housing project, including architectural design, fire safety measures, and parking accommodations. Discussions also touched on utility placements, landscaping buffers, and ensuring compliance with local and state regulations. The developers committed to addressing concerns about traffic management and pedestrian safety, promising further considerations in future planning efforts.
