John R. Porter Jr., another resident, raised environmental concerns, particularly regarding a natural spring in the vicinity, and questioned the environmental assessments tied to the project.
Despite these concerns, the planning board approved the subdivision application, albeit with conditions to address drainage and landscaping issues. The board acknowledged the need for compliance with stormwater management requirements, given the area’s history of water collection problems and high seasonal groundwater levels. The applicant committed to addressing these issues through professional calculations and stormwater management solutions, including the construction of small retaining walls and swales to improve runoff management.
The meeting also addressed a minor subdivision application involving a lot line adjustment for another property. This proposal, which included a title search revealing typical easements, was ultimately supported by the board. Concerns about the adequacy of proposed water management strategies were raised, with calls for an extensive environmental study to ensure proper drainage and tree preservation. Despite public opposition, the board clarified that the applicant had the inherent right to build on the property, emphasizing that the current application was specifically for a minor lot line adjustment.
In addition to subdivision matters, the planning board discussed affordable housing projects in the area. A development proposal for properties on Route 23 and Main Street was reviewed, including a court-appointed special adjudicator’s recommendation for ten affordable housing units on Main Street. The location’s accessibility to town amenities was deemed favorable for the inclusion of these units. The board noted that Little Falls has met its obligations for affordable housing, and approved the resolution concerning the affordable housing set-asides.
