Littleton Board of Selectmen Advances ADA Compliance and Transportation Initiatives
- Meeting Overview:
The Littleton Board of Selectmen recently discussed several significant initiatives, emphasizing ADA compliance improvements and transportation service enhancements.
The meeting commenced with an update on ADA Title II compliance, with a focus on the impending deadline of April 2027. A key point raised was the importance of digital accessibility, specifically regarding town documents often formatted as PDFs. The town’s website provider, Civic Plus, has acquired Doc Access, a document remediation tool that aims to enhance the accessibility of these documents. This development was lauded as a step towards meeting accessibility standards and ensuring that all residents can access essential town information.
Transportation services were another focal point of the discussion, particularly the utilization of the town van and paratransit services. Reports on service utilization are available, and there is a growing interest in understanding the impact of these services on residents, especially post-COVID-19. There is an emphasis on obtaining usage data over the past five years to inform future transportation planning and outreach efforts. The town van service is set to be available 30 minutes before and 10 to 15 minutes after town meetings, also accommodating overflow parking from Shadic Street to the meeting venue.
The complexities surrounding data collection for users of transportation services were also discussed. While staff may note if a user requires a wheelchair, there is no systematic way to categorize users’ needs based on disabilities, due in part to privacy regulations. This has led to challenges in understanding the specific needs and demographics of those using the service. A broader conversation about the eligibility criteria for ride services took place, with questions about whether the service should be extended to residents without disabilities but lacking personal transportation.
Another topic was a grant project involving the Collins Group, which is set to evaluate town buildings and open spaces to ensure ADA compliance. The evaluations will commence in the second week of March, and the group aims to align their findings with Littleton’s specific needs rather than adopting a generic approach. The project is expected to be completed by June, with the team also planning to apply for additional grants for future projects once a proposal is ready.
The Board of Selectmen also discussed the upcoming planning board meeting for the first phase of construction on King Street, which includes retail space and 44 housing units. The planning board requires the project manager to present before the disability commission to address ADA compliance across the five buildings being constructed. The importance of collaboration between the commission and the planning board was emphasized.
Meeting logistics for the upcoming board meeting were a concern, with a proposed date of March 13 and a focus on ensuring attendance from all relevant parties. The meeting is set to dedicate its agenda to the King Street development, with an emphasis on reviewing blueprints and diagrams in person, as they are considered more accessible than virtual presentations. A tentative agreement was reached to hold the meeting at 11:00 AM, accommodating members’ schedules.
