Littleton Committee Approves Key Funding for Eco-Harvesting and Historical Preservation Initiatives
- Meeting Overview:
In a meeting focused on resource allocation, the Littleton Community Preservation Committee approved funding for several significant projects, including an eco-harvesting initiative aimed at managing aquatic vegetation in Lake Matan and multiple historical preservation efforts. The committee also addressed funding rearrangements for the Spec Pond boat launch project and discussed upcoming proposals related to affordable housing and recreational improvements.
The eco-harvesting initiative emerged as a primary focus, with the committee approving the use of open space reserves to finance the project. This method of managing aquatic vegetation involves the removal of plants without the use of herbicides, which, though cost-effective, can lead to sediment issues by killing plants indiscriminately. The committee considered the potential long-term benefits of purchasing an eco-harvesting machine, which could reduce dependence on external contractors and even offer opportunities for cost-sharing or revenue if rented to other towns. The initiative’s approval was met with unanimous support, and committee members expressed readiness to address any questions at the upcoming town meeting.
In addition to eco-harvesting, the committee tackled historical preservation with a focus on the Derky Farmhouse and Nagog Hill Orchard projects. The Littleton Historical Commission sought funding to engage a historic preservation consultant to survey the barns and develop preservation restrictions for the Nagog Hill property. The funding request for this project was finalized at $3,253, while a separate request for the Derky Farmhouse was clarified to be $6,823. These restrictions aim to prevent demolition of historic structures, which is currently unregulated outside designated historic districts.
The committee also revisited the Spec Pond boat launch project, which required adjustments to its funding request due to inflation and revised engineering costs. With a new funding request of $30,000, the committee confirmed the scope of work remained aligned with previous discussions. This move ensures the project remains on track while accounting for financial changes. The engineering firm TRC continues to be involved, maintaining consistency and ensuring the project’s objectives are met.
Moreover, the committee approved a funding request for the fifth phase of gravestone preservation at Weston Cemetery. The request, amounting to $99,950, aims to continue the systematic restoration of prioritized gravestones. This phase follows ongoing efforts, with the committee expressing satisfaction over past accomplishments funded by tax dollars. Restoration prioritizes the most severely damaged stones, with 18 to 20 gravestones selected annually for conservation.
The meeting also touched upon the Affordable Housing Trust, which had been awarded $90,000 the previous year. The committee discussed increasing the number of slots for eligible individuals from 15 to 20, anticipating higher demand. Additionally, rental assistance saw an increase from $250 to $500 per month, benefiting participating landlords. These adjustments reflect the committee’s ongoing efforts to address housing needs within the community.
Further discussions included potential projects at Frog Pond, such as walkway improvements and invasive plant control. These projects are in preliminary stages, with submission deadlines approaching. Financial conversations extended to school department contributions for refurbishing the track, with a $120,000 commitment and an additional $440,000 donation planned for deposit into the Community Preservation Act funds. The town’s contribution of $281,800 for matching funds was noted, though specific project earmarking remains undecided.
