Livingston Planning Board Reviews Somerset Regal Bank’s Drive-Up Canopy Plan Amid Traffic Concerns

The bank’s executive chairman, David Orbach, explained that the canopy would offer a practical solution to the current lack of a drive-thru by allowing customers to conduct transactions via a pneumatic tube system while remaining in their vehicles. This setup is intended to enhance convenience, particularly for elderly customers or those visiting during inclement weather.
However, the board raised several concerns regarding potential traffic issues. The current proposal does not include a traditional drive-thru, which Orbach noted was not feasible due to space constraints. Instead, customers would park under the canopy, conduct their transactions, and drive away. The board questioned the potential for traffic congestion, particularly during peak banking hours. There was a focus on the absence of directional signage to guide vehicles, which could lead to confusion in the two-way aisles and angled parking stalls.
Site engineer Fred Stewart provided plans, noting the canopy’s dimensions and the variances required due to its proximity to the building and property line. He assured the board that the parking lot’s 91 spaces met the town’s ordinance requirements, with the canopy not reducing the number of available spaces. Nevertheless, the board remained concerned about vehicle maneuvering and the possibility of cars queuing and blocking access paths, particularly in the western driveway.
To address these issues, board members suggested several solutions, including additional directional signage, reserving certain parking spots for bank employees, and implementing a stop line for queued vehicles. The idea of designating specific parking spots for employees was seen as a way to alleviate congestion in the drive-up area. The board’s discussion also highlighted the importance of clear communication through signage to improve the functionality of the drive-up service area and prevent potential safety hazards from vehicles idling in front of the building.
The bank’s representative agreed to collaborate with the board’s professionals to refine the proposal. The board emphasized the need for a cooperative approach. This would allow for a examination of any adjustments required to meet the board’s standards and the community’s needs.
In addition to addressing traffic concerns, discussions touched on existing signage and potential variances. There was a mention of possibly needing additional relief for variances from the sign ordinances to resolve any outstanding issues.
