- Meeting Overview:
At the Long Branch City Council meeting on May 8, 2024, the most discussion centered around the adoption of Ordinance 08-24, which sought to exceed the municipal budget appropriation limits and establish a cap bank. This ordinance would allow the city to increase its budget by up to 3.5% over the previous year’s final appropriations, exceeding the standard 2.5% cap, with the additional funds potentially used in the subsequent two years.
A member of the public, Vincent Leapor, expressed concern over the necessity of this ordinance and questioned how it promotes the health, safety, and welfare of the residents. In response, it was explained that the ordinance serves as an insurance policy, providing a financial hedge against unforeseen future needs, such as natural disasters. Despite skepticism from Leapor, who suggested the matter be put to a referendum, the council moved forward, and the ordinance was adopted with unanimous consent from the present council members.
Another issue discussed was the first reading of Ordinance 09-24, which involves the sale of property on 200-202 Belmont Avenue to IAJ Belmont LLC as part of a redevelopment agreement. Additionally, the council introduced Ordinance 10-24, authorizing the purchase of property from the New Jersey Department of Transportation to be converted into a pocket parking park near Ocean Boulevard and Atlantic Avenue. Both ordinances were moved to be introduced and set for public hearings on May 22, 2024.
Further, the council addressed the introduction of Ordinance 11-24, which approves the adoption of a redevelopment plan for the non-condemnation Broadway and 6th Avenue Redevelopment area. Also, Ordinance 12-24 was introduced to establish requirements for privately owned salt storage to prevent exposure to stormwater.
Public participation also featured comments on Councilwoman Mary Jane Celli’s absence, with an audience member questioning her current residence and eligibility to serve on the council, though no conclusive action was taken regarding this matter.
