- Meeting Overview:
The November 26, 2024, Long Branch City Council meeting featured discussions on several community concerns, including a plea from a resident about the disruptive noise from train horns in the Elberon area and a debate over a nearly $97,000 emergency vehicle purchase. Additionally, the council introduced ordinances affecting local police staffing and sidewalk cafe operations.
A local resident, Maurice Dean, voiced concerns about the impact of train noise from the Elberon railway station on the community’s health. Dean cited a document from the Federal Railroad Administration, highlighting the adverse effects of transportation noise on both physiological and psychological health. He emphasized the train horn’s noise level, which exceeds 90 decibels, above the threshold associated with adverse cardiovascular effects. Dean expressed a desire for the establishment of a quiet zone in Elberon to mitigate these impacts, underscoring how such noise can exacerbate health issues ranging from hypertension to mental health disorders.
Another point of discussion was a resolution related to acquiring a replacement high-water vehicle without the usual bidding process, citing an emergency. A resident, Vincent Leport, questioned the legitimacy of this emergency purchase, as it was linked to Hurricane Halen, which had not affected Long Branch. City officials responded, explaining that the existing vehicle had failed, necessitating the purchase to ensure readiness for potential emergencies. However, the rationale did not satisfy all attendees, prompting calls for a no vote on the resolution.
The council also introduced several ordinances. One ordinance proposed amendments to the police department’s structure, reducing the number of sergeants while adding a lieutenant’s position. This change was prompted by a retirement and the need to maintain experienced staff within the Professional Services Division. Another ordinance addressed extending the operational period for sidewalk cafes to run from March 1st to November 30th.
