Longmeadow School Committee Advances Key Contracts for Construction Project
- Meeting Overview:
The Longmeadow School Committee moved forward with significant construction-related contract amendments. During the hybrid meeting, the committee unanimously approved extensions to contracts with Collers and JWA, focusing on extending project timelines and securing necessary assessments. Discussions highlighted the importance of careful budget management and ongoing collaboration with the construction management firm, Fontaine, to maintain project momentum.
In the meeting, the committee first tackled the amendment to the Collers contract. This amendment, valued at $59,000, will facilitate the transition from the feasibility study and schematic design phase to the design development stage and project closeout. The amendment covers critical geotechnical and traffic assessments. Following a brief overview, the committee authorized the town manager to sign the amendment with unanimous support after a roll call vote.
Subsequently, the committee addressed the JWA contract amendment, which similarly required the town manager’s authorization. The committee once again demonstrated consensus with a unanimous vote in favor.
An update on the overall project schedule was provided, outlining key milestones from design development through to project closeout. This includes phases for construction document preparation and cost estimation at various stages, with estimates being conducted to ensure budgetary compliance. The committee was informed that the next significant decision point regarding the Massachusetts School Building Authority (MSBA) submission is anticipated around February. In preparation, meetings with faculty and school staff are planned to discuss schematic designs and technical requirements. Additionally, town meetings will focus on utility and stormwater improvements to align with the project schedule.
A participant of the meeting emphasized the process of “constantly reestimating” as crucial for budget monitoring and flexibility. This approach allows for exploring various options while ensuring the project remains grounded. It was highlighted that the engagement with Fontaine is beneficial, as their early involvement contributes to more effective financial management and error reduction during the construction phase. The committee is also considering developing protocols for design changes, determining which require full committee approval and which can be authorized by school or town officials.
The committee discussed the structure of future construction meetings, planning to hold weekly Owner-Architect-Contractor (OAC) meetings. These meetings will include representatives from Fontaine, the architect, and the school committee.
A query was raised regarding the role of the middle school building committee now that funding has been secured. It was clarified that the committee would continue to oversee the project, particularly in directing funding and managing change orders. Significant changes will come back to the full committee for approval.
As the project progresses, future meetings will address specific topics such as sustainability goals, security, and IT infrastructure. The committee will also revisit exterior materials and must approve any submissions to the MSBA before they can be formally submitted.
A question arose about the committee’s future status post-building opening, seeking clarification on whether it would disband or remain active until project closeout. It was confirmed that the committee typically stays engaged until all aspects are finalized, including post-occupancy paperwork. This process usually concludes within a year after the building opens, following a review by the MSBA to ensure contractual obligations have been met and the building functions as intended.
