In environmental discussions, the board tackled the issue of tree regulations, focusing on the need for clear language and enforceable fines for unauthorized tree removal. The debate extended to the criteria for tree removal waivers and the diversity of tree species in the town to prevent over-dominance by any single type. The committee considered the impact of new tree regulations on the town’s budget and discussed ways to inform residents about the changes, including inserting information in utility bills.
The meeting also highlighted the town’s engagement with renewable energy initiatives. The board discussed the town’s power purchase agreement with NewGen and the accumulation of excess solar credits, which led to the decision to enter into an agreement with the town of Agawam for net metering payments. This agreement would enable the town to receive cash payments from the solar company instead of applying credits to the utility bill, addressing the surplus resulting from the town’s switch to LED street lights.
The Select Board addressed the town’s participation in opioid litigation, approving the expansion of the lawsuit to include Pharmacy Benefit Managers as defendants.
Public safety and welfare were also on the agenda, with the board approving a waiver for the lifeguard age requirement, allowing 15-year-olds to work as lifeguards. Additionally, the board discussed the mechanical and electrical work at Bliss pool and the financing of traffic cameras and fire rescue equipment through a Casino mitigation Grant. The expansion of recycling center hours was also considered, contingent upon the hiring of additional staff.
Further community-centric discussions included the approval of a street closure application for an event hosted by the Friends of Storrs Library and one-day liquor licenses for events by St. Mary’s Parish and the Knights of Columbus Council 506. The board also approved a utility bill insert to educate residents about proper battery disposal, addressing concerns about waste management system safety.
