Board members highlighted the deteriorating condition of many of the town’s roads, some over 40 years old, and water mains, many of which are 80 to 100 years old. The board deliberated on funding strategies, considering options such as bonding and using water rates to fund water main replacements, which would facilitate road paving. The potential for a comprehensive five-year plan was proposed to provide clarity on future funding and project timelines. Members stressed the importance of a robust capital program to address the projected $1.8 million needed annually for road maintenance, warning that inadequate funding could lead to worsening conditions and escalating repair costs.
The board also addressed the allocation of free cash and operational stabilization funds for various projects. Approximately $2 million in free cash was available, with discussions focusing on funding significant projects like a $230,000 backhoe for the Department of Public Works and $630,000 for curbside recycling carts. The recycling initiative, aimed at enhancing efficiency through automated collection, was considered a cost-saving measure despite its upfront expense. Concerns arose regarding the classification of certain expenses as free cash items instead of capital expenditures, prompting discussions on funding strategies to maximize financial resources.
In other business, the board approved several committee appointments and engaged in discussions about female representation on the Parks and Recreation Commission.
The board also reviewed the structure of a proposed electricity aggregation plan. Members considered offering residents multiple solar options. Discussions included the potential pricing differences and the importance of aligning the plan with resident preferences.
The meeting included preparations for the upcoming November 12th special town meeting, where significant articles like the funding for an accelerated repair award for the Center School roof will be addressed. The board stressed the need for clear funding commitments, especially for projects requiring state grants.
