One council member expressed concerns about the logistical challenges and infrastructure implications of allowing multiple waste haulers. The potential for confusion over collection days was noted, with the member stating, “if you got three haulers, there’s no guarantee they’re going to be on the same days.” This could lead to disparate collection schedules and increased heavy traffic on residential streets, which are not designed to handle such loads.

Additionally, the discussion highlighted the financial implications of street maintenance due to heavy vehicle traffic, already compounded by school buses. While there was a consensus on seeking bids for potential competition and better pricing, the council remained divided on the merits of multiple licenses. Concerns were raised about additional, unforeseen costs and logistical challenges that could arise from this approach, particularly regarding recycling services.

The council also addressed the Public Works updates, which included significant upcoming projects. A chlorides variance issued to the city as part of the wastewater program requires a chloride reduction plan by February. As part of this initiative, public education and testing parameters are being established. The Public Works department is also preparing for annual backflow testing, required by the Department of Health, for commercial buildings and residential properties with irrigation systems.

Another focus was the upcoming infrastructure projects, including a bituminous overlay project on Birch Street Northeast, 4th Avenue Northeast, and Industrial Drive, with bids expected by the end of January. The rehabilitation of a booster station, crucial for supplying high-pressure water to the northwest area, was also discussed. While these projects are underway, the council also continues to monitor potential gasoline infiltration on Central Street, with test wells drilled to assess any impact on city infrastructure.

The meeting also saw the approval of new advisory board appointments, with several individuals appointed across various city boards.
