Lonsdale City Council Delays Pickleball Project Decision Amid Budget Concerns
- Meeting Overview:
The Lonsdale City Council meeting on August 8, 2024, prioritized discussions on budget allocations, leading to the tabling of a decision on a proposed pickleball courts project, highlighting the council’s careful consideration of financial priorities.
The meeting’s primary focus was the ongoing debate over the construction of new pickleball courts. Six bids were received for the project, with Ka Wi Construction Inc. submitting the lowest bid at approximately $173,891. However, the council hesitated to move forward due to the timing of budget discussions. Some council members suggested that the pickleball project be re-evaluated once the city’s budget was finalized, reflecting concerns over committing funds before budget allocations were confirmed. A motion was made to table the decision until the next council meeting scheduled for August 29, 2024, which passed without dissent.
The conversation then shifted to the 2024 Trail Improvement project. BKJ Land Company submitted a bid of $42,621.73, with the council emphasizing its importance due to the trail’s increasing usage. The city had budgeted $150,000 for trail improvements, supplemented by a $4,400 grant, totaling $154,000 available for the project. However, projected costs, including engineering, rose to approximately $205,000, creating a $50,000 funding gap. Several funding options were proposed, such as reallocating remaining funds from the pickleball project and utilizing money earmarked for painting the Landmark Schoolhouse or a new pickup truck. The council recognized the urgency of repairing the trail, with concerns that neglect could lead to more issues in the future.
The meeting also addressed the necessity of acquiring a 3/4 ton pickup truck. The city currently owns a 3/4 ton truck from 2004 that is aging and rusting. The need for a larger truck stems from its use in hauling equipment for repairs and transporting a water tank. Previous attempts to use a half-ton truck proved problematic, prompting the council to consider investing in a new 3/4 ton model. Funding for this purchase may be repurposed if other budget priorities, such as the trail project, take precedence.
The council then deliberated on the selection of an HVAC system for the new city hall project. A mechanical engineer’s letter recommended replacing the two existing rooftop units with a single water reheat system due to inefficiencies and age. The cost of this change was estimated at approximately $400,000, adding $200,000 to the construction budget. Additional design fees of $61,600 were also required. The council discussed the benefits of a building automation system to monitor the HVAC system, stressing the importance of maintaining comfortable temperatures and acknowledging the original design’s shortcomings. Ultimately, the council chose to proceed with the recommended option to ensure long-term savings and efficiency.
Further discussions included payment applications for various projects. The council approved payment of $8,341.64 to BKJ Lane Company for the Skate Park project at Stia Park, which involved a concrete pad and restoration work. Despite a minor hairline crack, the work was deemed satisfactory. Another payment of $11,299.99 to William Mueller and Sons for the 2024 Mill and Overlay project was approved, with the project completed efficiently. A larger payment of $727,192.21 to Tim’s Trucking for the Mill Street water main extension project was also sanctioned, with the project improving water pressure for residents.
Department reports followed, with Public Works highlighting the near-completion of the boardwalk at the disc golf course and preparations for Community Days. The engineering department provided updates on a booster station project set to commence after Labor Day. The city administrator reviewed ongoing work, including a small cities grant and property inspections. The council also prepared for the upcoming state primary election, with election judges trained, and discussed a planned grand opening event for the Kleina Park Disc Golf Course.
