- Meeting Overview:
In a recent Lopatcong Town Council meeting, issues addressed included the approval of a rent control ordinance, the discussion over the vacation and reconstruction of an alleyway retaining wall, and concerns over local burglaries and traffic safety. The council also touched on wage adjustments for town employees and the establishment of a yearly cap bank. Updates on road improvement projects and the encroachment at KS Enterprises were provided as well.
The Lopatcong Town Council convened to discuss several ordinances and local concerns, with the regulation of rents taking a central role. The council approved ordinance number 24-2, which deals with the control and stabilization of rents, and the establishment of a rent leveling board for an additional three-year term. This ordinance did not provoke public comment during the hearing.
The meeting then shifted to address a matter brought forward by resident Lyn Strauss regarding the potential vacation of an alleyway adjacent to his property. Strauss expressed concerns about the demolition of a retaining wall and relocation of dumpsters, which would affect his property, due to actions taken by the owner of a neighboring diner, Greg Theopolis. The council engaged in a deliberative discussion with the involved parties, which resulted in an agreement that the wall would be reconstructed on Theopolis’s property and that parking would be avoided on the wall, negating the need to vacate the alleyway.
Furthermore, the council approved two ordinances on their first reading. Ordinance number 24-03 pertains to the adjustment of wage rates for certain town employees, reflecting ongoing adjustments to maintain equitable compensation. Ordinance number 24-04 establishes a yearly cap bank as per the local cap bank law, which is a preparatory step for the annual budget. Both ordinances passed without debate.
The council also addressed the first reading on the vacation of a paper street, block 95 lot 18.01, which is to become part of adjacent lots on Strikers Road. The approval of this measure seemed to be a straightforward decision for the council, with no notable opposition or controversy arising from the discussion.
An amendment to the Department of Public Works (DPW) policy was proposed concerning an increase in the footwear allowance from $350 to $550. This change was suggested to cover the costs of required boots for employees and to accommodate potential price increases. While the council did not reach a conclusive decision during the meeting, the proposal was noted for inclusion in the budget for further consideration.
The meeting also featured administrative actions, including the approval of consent agenda items one through six, and the tabling of item seven due to a discrepancy, as requested by Mayor William Wright. The council reports included a call for new members for the Recreation and Economic Development committee and a proposal for a change in meeting dates. The council also expressed appreciation for the police and fire departments’ response to a fallen utility pole.
The town’s engineer, Adam, provided updates on road improvements, with specific mention of the Jade Lane Improvement project and the Bie Road improvements phase two project. He also addressed concerns about KS Enterprises on Striker Road, stating that the company was working to remedy issues related to encroachment, outdoor storage, site improvements, and non-related trucks parking on their site.
Public safety was a further concern, with Chief J speaking on a series of car burglaries in the area, urging residents to practice vigilance by securing their cars and valuables. He also provided a traffic report for January. During the public comment period, residents raised issues such as the parking of US mail trucks at KS Enterprises and the need for increased police presence on South 6th Street to deter speeding vehicles.
