Designed to improve the drainage system by extending 15 Bayside outfalls, the project is progressing with permit plans submitted to both the New Jersey Department of Environmental Protection and the Army Corps of Engineers. Approval is expected by November 26, which would allow for the expedited design of five outfalls and a subsequent public bid.
In parallel, the council detailed the 2024 New Jersey Department of Transportation Municipal Aid Program’s plans for Ridgewood Avenue. The reconstruction project, encompassing milling and paving from Bash Road to the avenue’s western end, is set to receive a $200,000 grant. Surveying is complete, and design plans are nearly finalized; however, the public bidding process is paused pending an application for additional local aid.
Another highlighted project was the 2023 stormwater GIS mapping services aimed at updating the Master Drainage Plan. A $25,000 grant supports this initiative, with a projected completion by the end of 2025. The Francis Avenue storm sewer evaluation, declared an emergency project, has been completed with operational piping and recent street paving.
The council also discussed the planned renovation of David Douglas Senior Memorial Park. Proposed enhancements include expanded parking, a redesigned memorial, and new site amenities such as a decorative footpath and observation deck. Preliminary applications for a Cape May County open space grant have been favorable, and plans have been submitted for final approval.
In addition to these projects, the Lower Township Public Works building redesign was outlined. This includes a new administration building and site modifications aimed at improving traffic flow and safety. With concept designs nearing completion, construction documents are being prepared for an imminent bid.
Another project, the resurfacing of Corson Lane, was awarded to South State at a cost of $163,685. Work is scheduled to begin within the week, with an expected completion before Thanksgiving. The council also addressed the Homes Avenue, Gorm Avenue, and Scott Avenue storm sewer and roadway improvement project, exploring grant opportunities with the Lower Township Municipal Utilities Authority.
A $400,000 grant from the New Jersey Department of Community Affairs will facilitate the replacement of the municipal pool building to ensure ADA compliance. Additionally, the reconstruction of Beach Avenue is planned for 2025, supported by a $158,900 grant for surveying and design.
The ceremony awarded plaques to several properties, including the William Tomlin Eldridge House and the George HTH House, acknowledging the current owners’ restoration efforts. Mayor Sippel expressed appreciation for the HPC’s dedication to maintaining the township’s historical integrity.
In public comments, satisfaction was voiced over the prioritization of critical stormwater projects. Queries about the Public Works building’s projected timeline were addressed, with construction expected to commence six to eight months post-bidding in January. Council members also shared holiday wishes and reminders of upcoming community events, before transitioning to a closed session concerning a confidential resolution.
