- Meeting Overview:
The Lower Town Council meeting focused on addressing environmental damage allegedly caused by a film crew in Douglas Park. The council acknowledged public concerns and confirmed ongoing investigations into the matter by the local police and township management.
During the public comment period, North Cape May resident Walt Rosenberg raised issues about the film crew’s activities in Douglas Park. He reported seeing ruts on the beach and damaged dune grass, allegedly caused by two Polaris utility vehicles used by the crew. Rosenberg questioned how the film crew obtained permits and why there was no supervision to prevent the damage. The council confirmed that the chief of police and the township manager are investigating the incident, although they did not provide further details due to the ongoing nature of the investigation.
In addition to discussing the environmental concerns, the council reviewed several capital projects. The Rotary Community Park renovations are progressing, with phase two including a new bathroom building, additional playground equipment, pavilions, and a parking area. The Bay Outfall Extension Project aims to improve drainage along the Delaware Bay and is awaiting permit approvals.
The 2024 NJDOT Municipal Aid Program will fund the reconstruction of Ridgewood Avenue, with $200,000 already granted. The council has applied for additional funding through the NJDOT Local Aid Grant Program and is awaiting confirmation. The Francis Avenue Storm Sewer Project has completed piping work, and the road is set to be paved after a settlement period.
Lower Township is also pursuing various grants for additional projects, such as the 2023 Stormwater GIS Mapping Services, the David Douglas Senior Memorial Park renovations, and the Lower Township Public Works building design. Each project is in different stages of development, from design to awaiting grant approvals.
The council also highlighted the township’s successful 9/11 ceremony, which saw close to 400 attendees. They announced the upcoming Run for the Fallen, a four-day event honoring New Jersey’s fallen service members, which will pass through Lower Township on September 26th.
