- Meeting Overview:
At the recent Lower Town Council meeting, the foremost topic addressed was the persistent problem of leaf accumulation causing significant flooding in the Roseanne Avenue area. The issue, highlighted by heavy rain, has led to growing concerns among residents about property damage, accessibility for emergency services, and the overall safety of the neighborhood. Deputy Mayor Perry and the township manager were tasked with developing a plan to improve leaf collection and prevent future flooding.
The challenge of leaf accumulation in drainage inlets, which exacerbates flooding during severe weather events, was thoroughly discussed. Residents were vocal about their experiences, with one highlighting the detrimental impact on property values and the burden of managing flood insurance. The elderly demographic of the area was also a focal point, with calls for a preemptive cleanup approach before storms to ensure accessibility for emergency services. Innovative solutions, such as using large nylon mesh to contain leaves and prevent drain blockages, were suggested, alongside requests for more frequent leaf collection during the fall season.
Council members considered the feedback and acknowledged the need for a collaborative effort to address these concerns. The possibility of an ordinance and stricter code enforcement was discussed, but the council emphasized that issuing fines for non-compliance with leaf collection would be a measure of last resort. Instead, the focus would be on verbal warnings and working with the community to find solutions.
In addition to flooding, traffic safety issues were also raised by residents during public comments. Concerns about speeding on Bay Shore Road prompted suggestions to lower the speed limit to 35 miles per hour and to implement radar enforcement to ensure compliance. The council recognized past efforts to manage the speed limit and discussed the potential relocation of signs and radar use to mitigate speeding.
Beyond these matters, the council meeting included an update on township activities and projects. The State of the Township address reviewed a range of 2023 administrative actions, such as budget approval and the implementation of various programs like the drone program and the Higby Beach project. Capital Improvement projects for infrastructure and community events were also highlighted. The council reflected on events like the 9/11 Remembrance ceremony and looked forward to upcoming community events, including the Easter egg hunt and the Spring Fling.
The meeting also acknowledged the swearing-in of Officer Danado and Officer Gerard, with their families participating in the ceremony. This was followed by updates from various departments detailing their accomplishments and ongoing efforts. The treasurer’s office reported a historic high year-end fund balance due to strategic financial management, while the tax assessor’s office noted an increase in the taxable base.
Significant infrastructure projects were also covered in the engineering report, which detailed the progress on park improvements, road reconstructions, and stormwater management initiatives. The council discussed the redevelopment project of a 55-year and older community, addressing affordable housing needs and the township’s plan.
Moreover, the council celebrated a shared agreement for a $1.6 billion project with the Delaware River and Bay Authority and the Cape May County Aviation Sports Complex, which promises to bring extensive sports facilities to the township.
